• バジルドン・ニュータウンと戦後英国都市社会の変容：1949年～1986年
  菅 一城
  以下の論文として研究成果を発表した。 菅一城「英国ニュータウン政策における社会資本整備・社会的利益・住民負担：バジルドン開発公社、1949年～1986年」『経済学論叢』（同志社大学）第73巻第1号（2021年7月）1頁～54頁 この論文は、国営住宅供給事業であるニュータウンの道路や下水道が、ニュータウン開発に付随するものとして国の負担を求める地方自治体と通常の道路や下水道の整備事業と同様に地方自治体の負担を求める中央政府の対立をバジルドン・ニュータウンの事例から明らかにした。道路や下水道は周辺地域や全国的な都市社会の便宜に供するネットワークの一部であるが、この事例では、そのような開発機関の主張は、関係機関に支持されなかった。むしろ、日常的・直接的に当該道路・下水道を利用する住民の負担を求める論理が支配的であった。さらに、この論理は、地方自治体をつうじて地域社会が負担するのでもなく、ニュータウン住民が負担するものと理解され、ニュータウンの賃貸住宅の家賃に加算された。サッチャー政権は「資産所有に基づく民主主義」、つまり、固定資産税の負担という義務を有する持家居住者の政治参加の権利を唱え、賃貸住宅に依存するニュータウン開発や公営住宅事業の大幅な転換・削減を迫ったが、この事例において、地域社会に必要な社会基盤の整備を担ったのはそのような権利・義務関係の埒外に置かれた賃貸住宅居住者であったことを本稿は示した。 また、以下の論文として、その後の研究成果を発表する予定である。 菅一城「英国ニュータウン政策における工業・工場・雇用：バジルドン開発公社、1949年～1986年」『経済学論叢』（同志社大学）第74巻第1号（近刊）, 日本学術振興会, 科学研究費助成事業, 2019/04 -2024/03, 基盤研究(C), 同志社大学
• Logistics in Britain during WWI: the case of GKN and the Ministry of Munitions

  This study considers how the distribution of steel, an important strategic material, was controlled in Britain during WWI, through case studies of relation between the Ministry of Munitions, GKN - a representative of Welsh steelmakers- and W. C. M. James - an iron merchant in industrial Midlands, and revises the nature of the total war systems. This study depicts the process in which the Ministry of Munitions developed centrally a system for gathering informatoin in respect of production and distribution of steel, and, at the same time, what played the central role in co-ordinating imbalance of demand and supply of steel products was the private business practices among steelmakers and steel merchants.
