  • Comprehensive studies on governance systems through the approach of development politics theory

    本研究は、政府の能力とその政策に支持・反対する社会関係の検証を通じて、SDGsを中心とした開発目標の達成に必要な途上国・新興国のガバナンスの制度化(=構築)を開発政治学の視点より総合的に考察するものである。そのために本事業の各研究分担者は途上国・新興国ガバナンスの近年の動向とガバナンスの制度化の調査を実施してきている。COVID19の影響により対面の会合や海外出張などの活動は大幅に制限されてきたものの、可能な限り共同研究会や意見交換を通じて研究活動を進めてきている。具体的活動として、2か月に一度程度の国内共同研究会、海外調査(2022年度より)、国内共同調査(2023年8月予定)、各分担者による学会発表や論文執筆等が挙げられる。また次の研究サブテーマを設け、各分担者の研究焦点を明確化することにより、円滑な共同作業を可能としている。(1)計画と実施の齟齬の見地からの総合的なガバナンス制度の考察、(2)SDGs課題追求と関連させた経済ガバナンス追求の現段階、(3)民主的ガバナンスと世界的な民主主義の後退、(4)民主主義の後退下における制度化構築の課題、(5)ガバナンスの制度化から見た途上国SDGsの方向性、(6)SDGs推進各要素の比重(国家、企業、NGO)、(7)中央集権下の地方分権・地域開発と住民参加:民主主義制度化に関連して、(8)「法の支配」制度化の限界と政治意志の規定性、(9)汚職対策における制度化の限界と政治意志の規定性、(10)「途上国ガバナンス制度化」の国際要因と国内要因。最終年度に向けてこれら研究サブテーマの検証とそれらを総合的にまとめる作業を共同で実施する予定である。, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research, 2021/04 -2024/03, Principal investigator, Grant-in-Aid for Scientific Research (B), Doshisha University

    最終年度に研究成果をまとめた報告書を作成した。2020年春から新型コロナの影響で、今回の科研プロジェクトは非常に大きな影響を受け、報告書の完成も当初の予定よりも大幅に遅れ、繰り越しをすることになり、最終的には2022年6月となった。新型コロナ禍において活動を制約されたが、インターネットで得られる情報や文献調査、そして研究者間での議論を通じて、学術的にも満足いくレベルの研究成果を得ることができた。 本科研プロジェクトは、21世紀に入り世界中で汚職取締ブームが起きているが、汚職取締は民主主義の深化に必須であるものの、特に近年汚職取締に熱心なのはむしろ権威主義国であるというパラドックスに着目し、その理由や民主化への影響などについて検討を試みた研究である。紆余曲折があったものの、最終的には東南アジア7カ国(シンガポール、インドネシア、タイ、フィリピン、カンボジア、ベトナム、ラオス)を取り上げ、国際開発学、経済学、比較政治学の観点から汚職取締をめぐる政治を多角的に描き出した。特に国際機関による汚職取り締まりの推進と、各国の汚職取締機関の構造と取り締まりの実態を中心に分析を行った。その結果、汚職取締機関が創設される契機が、(1)植民地政府の指示、(2)民主化、(3)国連腐敗防止条約(UNCAC)による推奨(義務)であり、いずれの契機により汚職取締機関が創設されたのかにより、機関の権限、人事、中立性、独立性などに差異が存在することが明らかになった。特に注目すべき点は、一見、同じく国際的潮流に乗って機関が創設されたように見えても、実際には統治主体による権力基盤の強化が目指されていた事例も多いという点である。このような場合、汚職取締は恣意的に運用され、社会に分断をもたらすこともある。, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research, 2018/04 -2021/03, Coinvestigator, Grant-in-Aid for Scientific Research (B)
  • Deepening governance theories in developing countries

    The objective of this study is to surpass the current general theory in the study of governance, by incorporating international development and international politics in a systemized method, taking into account both the country specific and universality in elements of governance in the analysis, with reference to the procedures of political economic analysis of each country as put forward by DFID and promoted by EU countries, the World Bank and others.
