◇本研究費を用い大学院生他がオンラインで行ったものを含め、今まで蓄積されたものも含め、インタビュー調査・講演等の記録を整理・点検し、掲載・公開した。史料的な価値のある動画についても調べ、そのＵＲＬも掲載→累計388。各主題別にも分類し、各々の頁にも掲載。◇永村実子氏・寺嶋正吾氏・窪田好恵氏より書籍機関紙等の寄贈を受け、整理を始めた。2021年度以前の寄贈・取得分についても整理・配架を継続した。◇人に関する情報を増補・作成。物故者についてのＨＰ上の頁が163。2021年に亡くなった方10名についての頁を増補あるいは製作。その幾人かへのインタビュー記録を掲載。◇企画展「長島愛生園の人びと：ハンセン病、隔離と希望」の記録を整理・掲載。◇東アジア障害学セミナーの開催に関わった。その記録を収録・公開。研究代表者、分担研究者が報告、例えば介助制度についての歴史をまとめ、共有することの意義を述べた。◇書籍・雑誌・機関紙を集積し配架する書庫を整備。目録を作成中。◇2011年の東日本大震災の時に情報を集積し公開したが、本研究の期間中には優生保護法下での不妊手術を巡る報道等を整理した。2020年３月に開始した新型コロナウィルスに関する頁の増補を続けた。それぞれに種々の運動がどう関係してきたのかしているのをまとめた。私たちにとって歴史は現在の歴史でもあり、アーカイブとは今を集積することでもある。◇雑誌『遡航』（発行：遡航刊行委員会）を創刊。国公立病院の病床数の変遷、所謂医療的ケアに関わる国の会議での議論の推移、障害者の海外派遣、等についての論文を掲載。大学での障害者受け入れに関する資料を収録。◇５年間で20冊の刊行を予定している書籍の準備を開始。◇マスメディアがその時々に集め、しかしこのままでは忘却・消失するだろう資料や過去の記事の学術利用のあり方等について、まず、京都新聞社との協議を開始した。, 日本学術振興会, 科学研究費助成事業, 2021/04 -2026/03, 基盤研究(A), 立命館大学 - 障害者の自立生活を可能にする主体形成とライフヒストリーとの関連性に関する研究

2021年度は、本研究（障害者の自立生活を可能にする主体形成とライフヒストリーとの関連性に関する研究：期間３年）の2年目だった。当初は、本研究のメインの取り組みとなる聞き取り調査を実施する予定だった。しかし、コロナ感染拡大が続いたため対面での調査が困難だったこと、また、調査協力者の中には重度の障害があるためオンラインでの聞き取り調査が困難だったこと等の理由により、次年度に延期せざるを得なかった。また、年度末には九州沖縄障害学研究会にて研究成果を報告する予定だったが、直前になって中止になってしまった。
＜研究成果内容＞①昨年度の定例研究会で議論を重ねたことを踏まえ、それぞれ発表したことをもとに中間報告書を作成した。報告例として、障害当事者の主体形成が意味するもの、障害者の自己決定をめぐる言説の変遷、自立生活運動の歴史研究等々である。 ②①に関連して、パイロット調査を1件実施した。 ＜研究成果の意義＞中間報告作成を通して本研究の理論の整理を行うことができた。また、次年度の調査活動に向けて準備することが明確になった。, 日本学術振興会, 科学研究費助成事業, 2020/04 -2023/03, 基盤研究(C), 沖縄国際大学 - 戦後障害者福祉政策史に関する横断的研究

本年度は、まず、知的障害者福祉史に関する業績として、「精神薄弱者福祉法に対象規定が欠落しているのはなぜか？ : 制定過程における対象規定への言及をふまえて」を同志社大学『評論社会科学』に投稿・掲載した。この業績は、知的障害者福祉法の成り立ちについて従来とは異なる説明を試みるものであり、本科研にとって大変重要な業績である。 次に、現在の障害者福祉施策に関する研究、とりわけ、障害種別を限定しない論考として、「なぜ評価に目が向かないのか？障害福祉計画に関する問題提起」埋橋孝文編著『福祉政策研究入門政策と指標 第2巻 格差と不利/困難の中の福祉政策』明石書店，50―60を執筆した。こちらは、主に2000年以降の障害者福祉施策、とりわけ障害者福祉計画のありようや課題を議論したものである。 最後に今後の課題や展望について述べる。三障害のような施策の在り方がいかに形成してきたのかを知る上で、重症心身障害児が児童福祉法に内包された過程は極めて重要にも関わらず、これまで十分に議論されていない。次年度はこの点について検討したい。また、身体障害者福祉史については、ある程度の蓄積があるものの、重度の身体障害者が身体障害者福祉法で対象化されていない際にいかに暮らしていたのかといった点も重要である。, 日本学術振興会, 科学研究費助成事業, 2019/04 -2023/03, 若手研究 - 障害者政策の対象規定と障害（者）観の関係についての実証分析

本研究は現地でのインタビュー調査を前提とした国際比較研究となっているため、2020年度に引き続きコロナの影響を多分に受け、現地調査に関する手続きを含め進めることが困難であり、またそれに伴い計画の見直しも視野に入れた今後の方向性の検討が必要となった。 そのような状況を踏まえ、2021年度は各国の担当者による文献およびデータ調査の徹底と比較軸の具体的な検討を行った。具体的には、文献等の調査では、各国の制度を前提として障害者が受給可能な現金給付の額をその生活および家族形態の違いによって4つのパターンから算出し比較を行った。この比較では、金額だけでなくその内訳と制度上の特徴について比較分析によって明らかにした。なお、この点については2022年度中に論文として発表することを目指している。 さらに、この比較分析の結果を踏まえ、現金給付の水準を軸としつつ、現物（サービス）給付の比重および制度外資源の位置づけをインタビュー調査を通じて明らかにし、それらを総合的に踏まえて各国の障害者政策の特徴を明らかにすることを目指すことが確認された。なお、この考察には福祉国家レジーム論の手法を参考とした類型化を行っていくことを一つの目標としている。 このような研究計画の具体的な方向性の基盤となるものとして比較軸がおおむねまとまり、その結果を踏まえてインタビュー調査を行うこととなるため、調査の時期としては2022年度末を目途に実施することを目指していくことが確認された。, 日本学術振興会, 科学研究費助成事業, 2019/04 -2023/03, 基盤研究(C), 日本大学 - A practice of community empowerment scheme in relation to the factor of turnover of the elderly.

本研究では、要介護状態にとなる主要な原因の一つである高齢者の「転倒」の原因に着目し、その「身体的要因」と「社会的要因」との連関構造を明らかにすることを目的とした。 転倒の「身体的要因」については、種々の視覚情報入力下での立位姿勢において脳波、下肢筋電図および足圧中心移動を同時に計測し、姿勢調整の脳と運動の連関機構を検証した。脳波は運動野を中心とした４チャンネル、筋電は姿勢保持に関連する前脛骨筋とヒラメ筋とし、足圧中心移動は前後方向の移動を示すy軸の揺らぎを測定した。 現在、コントロール群として健常若年者35名の測定を終了し、足圧中心のy軸の揺らぎと脳波のβ帯域との間において姿勢調整に伴う脳－運動連関が確認できつつある。 また、足圧中心のy軸の揺らぎと前脛骨筋の筋電図との関連性を調べるための解析を現在進めている状況である。, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research, 2018/04 -2021/03, Grant-in-Aid for Scientific Research (B), Oita University - Research on the history of movements of people with an illness and people with a disability: Tracing life up to the present and plotting its future

We aimed by this research that, first, to get whole picture of social policy for people with disabilities in Japan, second, to describe the relationship between this set of policies and others of immediate field through by the cross-sectional and longitudinal analysis. As the product of our study, we showed structure of social policy for people with disabilities. It is also showing the cross-sectional relationship in that, which has been one of the difficulties when people try to understand the social policy for people with disabilities. We researched individual cases of people in need in Oita Prefecture, and found a structure of conflicts. These conflicts and viewpoints for reforming the structure are as follows: disabled vs. “non-disabled” - support focusing on “difficulties in daily life”, work with welfare support vs. general work - independence and social participation through work, statutory vs. voluntary sector - partnership by diverse actors, equity vs. individual needs - discretion based on professionalism, professional vs. non-professional - creation of new actors and so forth. We also researched recent social policy changes and activities by voluntary organizations in England, and found the importance of area-based policies and advocacy activities.
