  • Peace and conflict transformation in Southeast Asia

    Peace and Conflict Transformation in Southeast Asia” textbook mostly utilises the perspective of “mainstream” peace and conflict studies traditions. It is the examples offered in the discussion of theories and the case studies where the Southeast Asian perspective and flavour take centre stage. The textbook highlight some instances where there is a clear Southeast Asian approach to conflict management, like the “ASEAN Way” of decision-making processes and dispute resolution. This textbook also include processes of conflict transformation, peacemaking, and peacebuilding highlighted in other publications, for example, the UN mediation guide. This was done when it was felt that certain types of guidelines could give readers a more comprehensive view of the process. Cropping such guides or simply including short excerpts would not do justice to the information offered therein and may even lead to confusion. We then make the connection between these points and the case studies to ensure better understanding.   • Emerging security threats and the development of economic globalisation

    今年度は、次の点について理論的な面での検討を進めることができた。(a) 現在の経済グローバライゼーションと安全保障との間の緊張関係の高まり、特に既に各国・地域でみられる安全保障を理由とする貿易・投資に係る規制強化の流れをもたらした政治的・経済的要因。(b) 現在の貿易・投資自由化に係る国際法の枠組みが、かかる緊張関係に対処するに十分でなく、このことは、各国の規制強化への流れをさらに加速させかねないとの仮説を、安全保障例外条項の解釈が問題となった国際裁判所や仲裁廷、1947年GATT及びWTOの下での事例や判例の検討を通じて検証する。(c) 経済グローバライゼーションと安全保障との間の緊張関係が解消されない場合、これが長期的にもたらし得る政治的問題及び経済的影響につき検討する。 さらに、今年度は、上記の分析を、サイバーセキュリティの分野に当てはめ、サイバー特有の問題点として、「マーケット主導型」モデル(欧米型)と、「国主導型」モデル(中国、ロシア、ベトナム等)の検討を行い、サイバーセキュリティと経済グローバライゼーションとの間の緊張関係が生み出す様々な問題を、国際政治学、国際法学を含む学際的アプローチで分析するためのプロジェクトを進めている。国際政治学、国際法学各分野から、多国籍の執筆者(日本、米国、カナダ、ルクセンブルク、英国、スペイン、ポーランド)による編著、Tomoko Ishikawa and Yarik Kryvoi (eds.)   • A Study of the Exclusive Defense Doctrine in Article 9 of the Japanese Constitution: New Security Policy beyond the Right of Self-Defense

    In Japan, the Defense Related Law lifting the ban on collective self-defense was enacted in 2015. There was a big debate over the right of self-defense among constitutional law and political science scholars. In international law, use of force is prohibited against another State in international relations in Article 2 (4) of the UN Charter and the right of self-defense is a circumstance to preclude illegality of use of force. Under the national policy of “defensive action only” not to deploy the Self-Defense Forces overseas, military action for national defense within the Japanese territory is not illegal because use force against other countries is not involved. Therefore, exclusive defense policy does not require the right of self-defense in international law. The right of self-defense allowing the use of force against another country contradicts the idea of exclusive defense policy of Japan.   • Comparative Empirical Research on the Context for Protests Across Asia and Latin America

    This research addresses protest participation in Asia and Latin America using a shared theoretical framework and analytical design. It deals with an underexplored comparison across regions and challenges stereotypes which assume Asian people be less active in joining protests than Latin American. A challenge in inter-regional comparison is a large number of potential confounders which raises the bar for tackling omitted variable bias in observational studies. We homed in on this problem with original survey experiments in Bolivia, Cambodia, and Mongolia, conducted during August-December 2018. In our framework, we posit that people’s proclivity to join a protest on land problem differs along the way they perceive the state’s role in intermediating societal interests. In brief, states are perceived as fearful autocrats, paternalistic mediators, challenged icons, or porous enforcers.   • Deepening governance theories in developing countries

    The objective of this study is to surpass the current general theory in the study of governance, by incorporating international development and international politics in a systemized method, taking into account both the country specific and universality in elements of governance in the analysis, with reference to the procedures of political economic analysis of each country as put forward by DFID and promoted by EU countries, the World Bank and others.   • A macro-analysis on development, conflict prevention and democratization in post-conflict countries

    This research attempted to identify relevances among development, democratization, and political stability in 30 post-conflict countries. From this resaerch, it became clear that many post-conflict countries requires over 10-20 years to recover the economic level of pre-conflict time. Furthermore, the research revealed that there are certain relevance between development, democratization and political stability in those countries in concern.     Globalization and Development Research Project is a "cross-national study" on the "interstate dispersion" of the impacts (to growth, inequality and poverty) that international economic integration provides to the economies of the developing countries. In order to present the “Leading Issues in Development with Globalization” in a balanced manner, to identify differences and commonalities among “Country Experiences” in development with globalization, and to introduce diversified development paradigms with forward-looking discussions “In Search of a New Development Paradigm” for the post-MDGs era.     The target of this research project was to set the development politics in international development studies side by side with development economics and development sociology.
