前年度から続き、新型コロナ感染の蔓延により、資料調査のための海外渡航はかなわず、研究計画の変更および研究期間の延期が必要とされた。しかし、研究計画の変更により、柔軟にこの予期せぬ事態にも対応できたと考える。
2020年のジョージ・フロイド氏の殺害を契機に全米に広がっていったBlack Lives Matter運動を契機に、「リベラリスト」「理想主義者」の代名詞とともに語られてきたウィルソンの人種差別的な側面に改めて光があてられ、ウィルソン像は根本的に書き換えられようとしている。今年度は、こうした現代の米国の政治・社会状況を取り込みながら、ウィルソンに関する単著の執筆を進めることができた。
さらに今年度末には、ウィルソン外交に関する再評価・再解釈を促す重大な出来事が起こった。2022年２月ロシアはウクライナに対する軍事侵攻に踏み切った。戦闘ではウクライナ市民を巻き込む無差別攻撃も広く行われ、ロシアは核兵器の使用も辞さない姿勢すら見せている。大国による公然たる現状変更の試みを前に、非介入主義を鮮明にしてきたバイデン政権は岐路に立たされている。「世界の民主主義を守る」（ウッドロー・ウィルソン）ための積極的な介入か、「米国第一」の継続か、あるいはこのいずれでもない道か。ウィルソン外交の再検討を通じ、それが従来強調されてきたような、国際主義的な側面のみならず、単独行動主義的な側面、孤立主義的な側面を併せ持つものであったことを明らかにすることは、現在・今後の米国外交を理解・展望する上でも重要である。今年度は、こうしたウィルソン外交の現代的な意義についても理解を深めることができた。, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research, 2018/04 -2023/03, Grant-in-Aid for Early-Career Scientists, Takasaki City University of Economics - 「アメリカの覇権的秩序」に代わる戦後世界秩序像の探求：Ｊ・Ｆ・ダレスを焦点に

本研究課題は，最終的には研究班全体として研究成果をまとめることを目指しているものの，当面は個別研究を優先し，研究班メンバーがそれぞれのペースで業績を発表していくことを優先している。以下に主要な業績について概観する。 当該年度には，多くの研究業績があった。小野沢（代表者）の「「同時代」と歴史的時代としての「現代」」は，本研究課題の主たる時代的な分析対象である20世紀中葉とその後の時代の相違点に焦点を当てて歴史的時代区分の問題を考察した論考である。冷戦期と冷戦後を截然と分けて理解する時代区分に代えて，19世紀から継続する「近代」が，いわゆる新自由主義の台頭により，冷戦後半に終焉に向かったとする新たな視点を打ち出している。 中嶋（分担者）の「渋沢栄一と米国のフィランソロピー」，三牧（分担者）の「ヨーロッパ知識人がみた知と権力－ハンス・J・モーゲンソーとスタンリー・ホフマンのアメリカ知識人批判 」は，本研究課題の主たるテーマであるアメリカ外交・アメリカの対外関係について，分担者の研究上の関心がある民間レヴェルや思想レヴェルの個別事例について考察を深めた論考である。また，倉科・青野（何れも分担者）を共著者に含む『現代アメリカ政治外交史―「アメリカの世紀」から「アメリカ第一主義」まで』（ミネルヴァ書房）は概説書であるが，分担者は20世紀中葉のアメリカ外交について幅広い視点から考察を加えている。 これらの業績は，全体としてひとつの知見を提供したわけではないものの，20世紀中葉のアメリカおよびアメリカの国際関係について新たな個別的知見を提起することを通じて，本研究課題の大きなテーマであるアメリカの「覇権的秩序」を相対化するという目標に近づくことが出来たと考えられる。, 日本学術振興会, 科学研究費助成事業, 2018/04 -2023/03, 基盤研究(B), 京都大学 - 外交官、国際法学者、そして裁判官としての安達峰一郎に関する総合的研究

2019年5月に『世界万国の平和を期して―安達峰一郎著作選』（研究代表者が編者）を出版した。公表された学術論文や随筆のみならず、外交官として書き記した口上書や調書や報告書、日露戦争の捕獲審検所評定官としての調査書や判決、国際連盟や万国国際法学会での報告書、常設国際司法裁判所所長としての報告書や命令・勧告的意見に対する反対意見などを一冊にまとめた、安達峰一郎の最初の著作集である。フランス語を主とする欧文著作（書簡を含む）も巻末に一括して掲載した（100頁あまり）。この著作集の出版によって、安達の業績が内外に一層広く知られることとなることが期待される。 また、6月15日には東京で、安達峰一郎記念財団の主催で「よみがえる安達峰一郎―世界が称賛した国際人に学ぶ」という記念シンポジウムが開催された。200名近くの参加者を得て、安達の思想と行動が現在の混迷する国際社会にとって持つ意義について、熱心な討論が行われた。研究代表者が基調報告を務め、複数の研究分担者も個別報告を担当するとともに、パネルディスカッションにも参加した。 また、国際法協会日本支部が主催して、2019年4月27日に「日本における国際法学の誕生」という共通テーマでの研究大会が行われた。研究分担者の三牧が「大戦間期の戦争違法化と安達峰一郎」というテーマで報告を行った。 海外の史料館の一次史料の収集作業も引き続き行った。ベルギーの外交史料館で再度の一次史料の収集作業を行った。これまでほとんど知られていない、黒澤二郎関連の史料をかなりの数収集できた（“Correspondance politique Japon”や13.584など）。, 日本学術振興会, 科学研究費助成事業, 2017/04 -2021/03, 基盤研究(B), 放送大学 - Let's set ourselves free from International Relations---Return to History from IR

The object of this research is to reconsider critically “International Relations (IR)” and complement its defects by reviewing various ideas of international order in Europe, USA and Japan and the studies of them from the end of the 19th century before the genesis of “IR” to the present from viewpoints of both History of International Thoughts and History of Foreign Relations. (1)Managing the history problem through strengthening of the bilateral alliances no longer works. Reconciliation would be more effectively promoted through easing of tensions and confidence-building measures in the context of multilateral security cooperation. (2) Given the transformative impact of globalization upon civil society, transnational human and material exchanges will not necessarily contribute to mutual understanding of history. Such exchanges require more careful transnational coordination between pro-reconciliation forces against the nationalistic elements. (3) A reappraisal of the ‘German model’ widely accepted in East Asia as the ‘success story’ will mitigate the victimhood nationalisms in Korea and China. This project aims to analyze the process with which various U.S. foreign policy perspectives have been formulated, transmitted, and transformed in recent U.S. history. It poses questions such as how policymakers and intellectuals defined the role of the U.S. in international history; how they perceived, judged, and interacted with various governments abroad (especially in Asia and the Middle East); and how they sought to control and utilize international organizations such as the U.N. This research empirically shed light upon various cases reexamining the framework of the unfolding of "cultural internationalism" in the Asia-Pacific sandwiching the war in connection with the international order of the region. It concentrated on the period right after World War I to the 1960s. For four years, we invited researcher(s) from abroad organizing three workshops a year for the first three years. In the last year, we held international workshop conducted in English and attended by all the researchers involved in the project. The results have been already published as scholarly articles and book or book chapters. We have aimed at providing a comprehensive framework to investigate the changing realities of the 21th century world such as the resurgence of China as a superpower and the multi-polarization of the world, and to appreciate them from a historical perspective of civilizations. Through interdisciplinary research, we have explored (1)the relevance and limitations of what we call a "transcivilizational" approach to history to appreciate the fundamental change in human history from the co-existence of ego-centric universalistic civilizations to the establishment of West-centric sovereign states system in the modern era, and (2) the shift in the multi-layered identity of non-European peoples generated in the process of Westernization. The object of this reseach is to critically reconsider " International Relations (IR)"as an American social science by reviewing various ideas of international order in various regions in the 20th century from viewpoints of both History of International Thoughts and History of Foreign Relations. Through this research we have reached the two findings as follows; Firstly we recognized that a plenty of research trying to relativize "American social science" are likely to end up in its reproductuon by doing so.Secondly we reconfirmed the potentiality of "historical "perspective and method through dialogs between members of History of International Thoughts and those of History of Foreign Relations. 本研究は、戦間期太平洋問題調査会の歴史的展開とその思想的意義の考察である。本年度は研究成果を総括し、11月に九州大学で開催されたアジア市民社会公開シンポジウムで、12月に神戸大学日本政治外交史研究会で報告を行った。 前者の報告は、アジア市民社会の形成という現代的課題に照らしたとき、IPRの歴史的軌跡は何を示唆しているのかを探ったものである。一般に地域連帯という課題は、いかにナショナリズムを克服していくかという課題と同一視される。従来のIPR研究も、狭隘なナショナリズムの克服というIPRの理念を高く評価し、協調的に討議が進められた1920年代のIPRにその理念の具現化を見出し、従属地域が虐げられてきたナショナリズムの充足を求め、欧米諸国と対立していった1930年代以降のIPRを否定的に評価してきた。これに対し本報告は、1930年代以降のIPRを、従属地域代表が、従属地域のナショナリズムを抑圧した上に成り立っていた「地域連帯」を批判的に問い直し、水平的な地域連帯を求めていく過程として意義付け直した。 後者の報告では、日本IPRの「理念外交」の展開とその限界を考察した。IPR発足当時から日本代表は移民問題に関して積極的に発言し、参加諸国間に移民排斥、特に人種を理由とした排斥の不当性に関するコンセンサスを形成していった。1930年代以降、日本IPRは国際社会とのほぼ唯一の窓口となったIPR大会で、一方で満州事変の正当性を擁護しながら、他方で不公正な国際秩序を平和的な手続きによって変更する仕組みを強化する必要を訴え、各国の原則的賛同を得た。日本IPRの試みは、戦間期日本外交が、武力による暴力的な現状変更とも、矛盾を孕んだ既存秩序への消極的順応とも異なる、自らの苦境を普遍的な理念で表現し、平和的に現状の改編を求めていく第三のモメントを持っていたことを示すとともに、具体的な外交案件に没頭し、明確な国際秩序のヴィジョンを持たない「無思想の外交」(入江昭、1966年)とされてきた近代日本外交全般の再評価を促すものである。しかし本報告のもう一つの強調点は、日本IPRの「理念外交」が、日本自身の「帝国」性によって大きく制約されたことにあった。すなわち日本は、一方で移民の自由やより開放的な経済秩序が実現された新秩序を求めながら、他方で既存帝国主義の温存を強固に主張し、中国や朝鮮をはじめとする従属地域との距離を肥大化させていったのである。日本IPRの「帝国」と「理念外交」という二面性は、戦間期日本が抱えた根本的矛盾を端的に表している。, 日本学術振興会, 科学研究費助成事業, 2007 -2008, 特別研究員奨励費, 東京大学 - -
