This international comparative study on public access to nature demonstrates that each countries has tried to keep nature where every one can access and rather some of them positively expand such open space areas with trial and error. The ways of such arrangement above vary depending upon the historical background, geographical conditions and so on. For example, a right of access to nature is clearly stipulated in the law in England and Wales, and Norway. On the other hand, it is positioned in a custom in Sweden. This study examines the legal feature of renewable energy resources and rare metal resources, etc., whose utilization is being promoted, in a multifaceted manner. This research tries to demonstrate socio-economic and institutional conditions for collaborative governance of natural resources through several research sites. In case of the 'open commons'which can define strict membership, I clarify that open commons do not means 'no rule'but many stakeholders play an important role in the avoidance of the degradation of natural resources. As for ‘closed commons'which defined as a commons equipped with strict membership, this research shows collaborative work by various stake holders is also observed. We had held a workshops and a conference subcommittee,(e.g., “collaborative commons“ at University of Toyama in 2015) on our subject, (i.e., the inherent restrictions in the land ownership from the point of view of Natural Resource Management), with the cooperation of a number of researchers/scholars in the field of commons, sustainability, forestry management, and hydrology. To revitalize local societies, it is necessary to promote the society change which forms new identities in these societies. And "endogenous development" plays an important role to promote this society change. "Endogenous development" exists on a network of local inhabitants, and this network is tied up in "thought(bonds)" that is going to protect a local inhabitants common "important thing". The stronger such "thought" to protect an "important thing" becomes, the more vibrant will be the activities to protect an "important thing". The study on the' everyman's rights' in Europe countries suggests the conditions for an collaborative resource management as follows; 1) Open access resource based on the customary use/management called' everyman's rights' has been attracted by many peoples regardless of the country, hence some places have serious conflicts between owners and the people who want to enjoy outdoors such as hikers, tourist etc. In response with this situation, related legislations which aim to prevent users who do not concern about the customary use from overuse or damage to the nature has been introduced in Norway and Sweden. 2) Open access resources in the context of everyman's rights does not mean'' everyone can use and withdraw from nature as much as one can. The principles of 'Do not disturb privacy' and 'Do not disturb nature' are regarded as an important custom which anyone must observe. These basic concepts are reflected in the related law. It means that certainly recognized as important, but access right can be exercised within the limit of individual privacy(private ownership) and protection of nature. 3-4) For the enhancement of the understanding what every man's rights have been and now still are, the outdoor recreational education has been positively and energetically promoted at the schools in these countries with huge support of non-profit organizations such as the trekking associations and preservation societies of the nature. It is worth paying much attention to the important roles on which the associations have been playing here. Our project team conducted both theoretical surveys on the commons and field studies in Japan as well as foreign countries. As a result, it concluded that it is fundamentally important for well-organized community with rich natural resource to adopt the two strategies; 1) collaborative governance, 2) resistant approach to external impact. Collaborative governance is defined by Makoto Inoue that long-enduring resource management system should be built up through cooperation and collaboration with such outside actors as NPOs, municipalities and so on. Conversely the resistant approach conceptualized by Gaku Mitsumata and Haruo Saito is the response to hostile external actors that impose only a negative impact on the commons.
