今年度は、先行研究の調査サーベイを行い、ネームジェネレータ-調査実施の意義についての議論を重ねた。その結果、ネームジェネレータの開発者であるシカゴ大学ビジネススクールのバート教授と、信頼とゲーム理論を統合した調査実験を加えるべきであり、そのための一連の仮説群と調査項目の精査を進めた。ZOOMの活用により国内外の研究チームとの連絡が活発となり、これまで以上に国際的連携を進めることが可能になった。 また、いわゆる「京都」企業の調査データが蓄積的に進み、時系列データの収集が進展した。データベース企業との連携により、名寄せなどの作業を進めている。 一方、コロナのため、実質に工場訪問や企業訪問などには制約があり、対面形式でのヒアリングやインタビューには困難をきたしたのが実際である。この点は、23年度以降の実行を検討していきたいと考えている。 なお、ゲーム理論についての最新の知見をとりいれるため、カリフォルニア大学ロサンゼルス校のマイケル・チェ教授との連携が深まり、図書の再訳（新訳）本を出版することが可能になった。（現時点でみすず書房にて、印刷中、6月か7月に発行予定）。新訳の出版に際しては、完全に原稿を改訂し完成度を上げた。また、祇園に関する組織学会、INSNA(国際社会ネットワーク学会）にての過年度の報告をもとに、原稿の執筆と本の企画を進めている。, 日本学術振興会, 科学研究費助成事業, 2021/04 -2026/03, 基盤研究(B), 関西大学 - International Comparative Study of Political Culture in a Rapidly Changing Information Environment: Information share and political participation in the after-corona era

本研究は「インターネットの社会的ネットワークを通じた政治的対話：日仏政治参加の比較実証研究」である。これは、ポスドク研究者Audemard氏の受け入れ先の池田が世界でも数少ないスノーボールサンプリングを通じたソーシャルネットワーク研究の経験が豊富なこと、また日本の政治文化に関する研究を世界価値観調査やアジアンバロメータ調査の日本調査の主査となることで東西の政治文化（特に社会関係資本）の比較研究に専門の重点を置いていること、インターネット上の政治行動に関する研究を多年にわたり継続的に実施していること、この３点により、Audemard博士のアドバイザーとして共同研究を実施してきた。 このため、科学研究費では、インターネットのソーシャルメディアであるTwitterとFacebookのいずれかを利用する日本人・フランス人を対象とし、インターネットでの情報の授受、現実と繋がる行動がいかに政治参加や政治知識の獲得に、オフラインとは異なる独特の効果を有するか、オフラインとの競合的ないし加算的な効果を持つのかを、２年次に渡り、両国で言語だけ異なる同一内容の比較社会調査をおこなった。調査の設計・企画・調査票の構成のスタート地点から両者は継続的に検討を続け、データを取得した。分析の途上、論文執筆の途上で繰り返しディスカッションを行い、現在、複数の論文を投稿中である。また、池田の指導の下に、ソーシャルネットワークの方法論的研究とネットワークによる政治動員の研究論文が専門誌に掲載された(1本は既に掲載。1本は年内出版確定 後者の論文は次の通り："Mobilization of partisan resources and the 'friends and neighbors' effect in elections", Political Geography)。, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research, 2018/04 -2020/03, Grant-in-Aid for JSPS Fellows, Doshisha University - 日本版総合社会調査およびその東アジア地区での共同調査への拡大

This project conducted three major comparative surveys as a single panel survey (in which the same respondents are repeatedly interviewed), using face-to-face interviews. The surveys are, the WVS 2010 (World Values Survey), the ABS 3 (Asian Barometer Survey), and the CSES 4 (Comparative Study of Electoral Systems). In order to strengthen the advantage of the dataset, we added a social network survey to the panel. The research project on assessing government efforts to rebuild public trust in government from a comparative perspective tried to investigate the relationship between citizens and government with empirical survey. The surveys conducted in 2011 and 2012 enabled to collect rich data on performance assessment of government activities in the post March 11 earthquake weeks. The Japanese Election Study IV(JES4) project covers Japanese National Elections from 2007 to 2010.It is a panel survey with 7 waves(5 face-to-face interviews and 2 mail surveys) for Japanese national sample, which extends the three major national elections ; 2007 and 2010 House of Councilors Elections and 2009 House of Representatives Election which caused a change of government. この研究の目的は、東京都による福祉改革推進プランの一環である障害者福祉政策の緊急整備三年計画の導入による障害を持つ利用者への影響を分析することである。具体的には、利用者、サービス供給施設、行政機関等へのアンケート調査、及びうち数名へのインタビューを行い、統計的に分析することで利用者にどの程度'選択の自由'の拡大をもたらすことができたのか、また利用者の社会的自立をどの程度推し進めることが出来たのかを調査するものである。この研究により、現在障害福祉制度において問題を抱える他の地域社会にも類似した福祉改革を採用できるか否かの判断の助けにもなる。また、効果があったと結果が出れば、社会政策研究においてこれまで支持されてきた理論をさらに支持するものとなる一方、効果がない場合にはその理論上の問題点を指摘するものとして貢献できるであろう。本年度は調査計画に基づき下記の4点を実施した。すなわち、(1)日本(東京都板橋区)、イタリア(ミラノ)、英国(ロンドン)それぞれの地域の行政担当者への各国のクラブハウスとの関係についての調査票作成及びインタビュー(7月から9月)(2)以前行ったクラブハウス代表者及びメンバーへの調査データとの照らし合わせ、分析、3ヵ国間の比較研究(3)下記会議にて発表:第2回EMES国際会議(7月1日～4日、イタリア、トレントにて)、板橋サンマリナ・クラブハウスにて8月4日に行われた会議、ISTRアジア及び太平洋地域会議(11月1日～4日、台湾、台北にて)、JHC板橋年次総会(11月5日)(4)論文の執筆作業と発表(2年間で9本の論文);主たる出版物4本、その他、クラブハウス関連の雑誌の記事2本の他に、現在Nonprofit Review (Janpora)、Public Management Review、Voluntas、Journal of Global Responsibility及びImpresa Socialeにてレビュー中の論文がある。, 日本学術振興会, 科学研究費助成事業, 2007 -2009, 特別研究員奨励費, 東京大学 - 行政の信頼性確保、向上方策に関する調査研究

本研究は政治学・社会心理学における市民参加研究の1つの発展・応用形態として、地域通貨の社会的役割を実証的に検討する。日本の地方自治体では既に数百カ所でこの地域通貨を採用し、地域コミュニティへの関与を高め、政治参加を促進することを意図している。近年、政治学者は「社会関係資本」の重要性に着目し、その内実である地域の人間関係、信頼感、ネットワークが、地域コミュニティの経済発展、政治関与、ひいては犯罪率の低下に寄与することを指摘してきた。しかしながら、いかにして社会関係資本を増大させることができるかどうかについては、研究上定説がない。そこで、ここでは日本の地域通貨制度を実証的な検討対象とすることで、それが社会関係資本を増大させる効果があるかどうか、またあるならどんな制度的枠組みが有効か、を検討した。 ここでは新しく地域通貨を採用した千葉県市川市において、ランダムに抽出した住民ならびに実際の地域通貨参加経験者の対比的なサンプルを取得し、地域通貨がもたらす地域コミュニティに対する効果を検討した。より具体的には、地域通貨「てこな」プログラム参加者200名に対して調査票を郵送した所、59%に当たる117名の方から回答を得た。また市川市の選挙人名簿から無作為に選ばれた1200名に調査票を郵送し48%に当たる576名から回答を取得した(これらの調査対象者が重複していないことは確認済み)。また調査の半年後にはこれら回答者に対して再度データを取得した。 データを分析した結果、他の社会経済的な要因を同じと仮定した上で、地域通貨プログラムに参加することが信頼感を高めることに繋がるという結果が得られた。また同時に地域通貨プログラムに参加することが社会的なネットワークを拡大する働きを持つという結果も示された。これらの結果は地域通貨プログラムが目標に沿った成果を挙げているということを示唆している。, 日本学術振興会, 科学研究費助成事業, 2004 -2005, 特別研究員奨励費, 東京大学 - Nation-wide Longitudinal Survey Study on Voting Behavior in the Early 21st Century

The Japanese Election Study III (JES3) project covers Japanese National Elections from 2001 to 2005. It is a panel survey with 9 waves for Japanese national sample, which extends the four major national elections under the Koizumi's Cabinet; the 2001 and 2004 House of Councilors Elections and 2003 and 2005 House of Representatives Elections. The data was designed to make face-to-face interviews before and after each of the elections (with two exceptions; the 2001 post-election telephone survey, and the 2003 General Local Election mail survey). Out of the 7 face-to-face interviews, 537 respondents were interviewed in all of these occasions. N for 6 times or more interviewed was 1064, and 5 times or more was 1352. As for each Election N of the respondents who were interviewed both of the pre and post survey was; for 2001, N=1253; for 2003, N=1769; for 2004, N=1810; for 2005, N=1428. As political engagement and attitudes becoming less predictable by social demographic factors, more micro-level psychological factors are gaining importance. Meanwhile, voters' response toward the changing situations of political system, party system, media and economy remains important issues. Considering these, the main research topics were as follows; 1. Causal analyses on the effects of reform of election system. 2. Analyses of Japanese characteristics in volunteer organizations and social communication in terms of political engagement. 3. Investigation of revelations of rational choice in election participation and voting behavior. 4. Measuring effects of governmental economic achievements toward voting behavior. 5. Investigating social psychological models of the dynamics in party cognition. 6. Analyses of the effects of socially shared information formation (the foundation of public opinions) toward voting behavior. Our final results will be released in English. Cross-national research has attracted a growing number of social scientists. The past two decades have witnessed a dramatic increase in large scale cross-national surveys involving Japan. At the same time, cross-national comparative statistics have come to play an increasingly important role in influencing public opinion and policy decisions on various issues. In contrast to increasing attention drawn to survey statistics, very limited attention has been given to how those statistics were generated. Indeed, while the statistics are usually accepted just as they are reported, the grounds for their validity, reliability or authenticity are not as solid as generally assumed. We found the sampling methods employed in Japanese social surveys are generally robust, but response sets commonly observed among Japanese respondents and the cultural validity of 'standardized' measures which were developed and tested in the United States, present an enormous challenge. Designing a cross-national survey involves a complicated network of trade-offs which must be weighed during the strategy formulation stage. We strongly feel a need for a theoretical model and practical guidelines for cross-national surveys. It is imperative to take into account an interdependent set of decisions, the design of sample, the nonresponse issue, the organizational structure of the collecting system, measurement validity and comparability as well as survey costs. One of the objectives of this project was to empirically test the following hypothesis: "The larger the amount of social capital that citizens possess, the more frequently they engage in political activities. As the social capital is accumulated in daily social interactions (daily conversation), daily social interaction also enhances political participation. The amount of social capital, in turn, influences support for the political system." To test this we conducted a nationwide "snowball" sample survey, and reached a following set of observations: - Group memberships, in general, enhance a sense of general trust and reciprocity among citizens. It is important, however, that they participate in them actively. - Even hierarchical group membership, along with horizontal group membership can promote political participation. - The analysis with the "snowball" samples which is more objective in its measurement of network environment suggests that the network hypothesis is supported in a limited scope. This project was organized as a US-Japan joint work on investigating impacts of the new electoral system on political change in late 1990s in Japan. The project succeeds to a prior research called "JEDS"(Japanese Election and Democracy Study) supported by the National Science Foundation in US (SBR-9632113). Consisted of the same members as the current project, the JEDS team conducted a national sampling survey all over Japan in the 1996 General Election. The current study started to do a panel survey using the same respondents by targeted to the 1998 House of Councilors Election. The panel data worked well to grasp of the essence of the changes after the electoral system renovation. The papers using the data as is shown in references showed how the political upheavals in the late 1990s are influenced by voters'psychological orientation, Japanese political cultural characteristics as well as institutional changes. The JEDS survey data is accessible in WWW (http : //www.iss.u-tokyo.ac.jp /pages/ssjda-e/)). It is open to the ICPSR member institutions in English. The data is valuable in the context that Japanese election surveys are not very well available in English. The project proceeded to get snowball samples in 2000. Because of flourishing explorations into the role of "social capital" to produce better democracy, our team tried to catch several aspects of social capital in Japan. As the base of the capital, we assumed social networks surrounding the voters play the crucial role, which necessarily, by using the snowballing technique, to capture exactly in what kind of networks and groups or how they are imbedded. 93年総選挙における投票行動を起点にして、その後の政治変動と、選挙制度改革が、有権者の政治的態度にどの様な影響を及ぼしているかを正確に知るためには、同一有権者に繰り返し質問するパネル調査が必要である。われわれ研究グループは、93年総選挙直前から96年総選挙直後まで、7回にわたって全国的なパネル調査を行い、有権者の意識と行動の変容を探った。7回に及ぶ全国的なパネル調査というのは世界的にも類がなく、その上、これらの調査が日本政治の重要な時期をカヴァーしているのは極めて貴重である。この一連の調査の結果、政権交代をもたらした有権者の投票行動と、その後の政治変動が有権者の政治意識にどのような影響を与えたかを明らかにすることができた。研究発表の全容については別紙を参照されたいが、前年度に引き続き本年度も、科学研究費出版助成を受けて、(1)蒲島郁夫『政権交代と有権者の態度変容』、(2)三宅一郎『政党支持の構造』、(3)蒲島郁夫他『JES IIコードブック』の3冊の研究書を出版した。, 日本学術振興会, 科学研究費助成事業, 1993 -1997, 特別推進研究 - A study of how the changes in broadcasting media influence social processes

As the satellite broadcasting services and cableTV systems spread, the last ecade has seen gradual but irreversible changes in Japanese broadcasting media ; the changes for multiplication and specialization of available channels and services. This study explres how such changes in the broadcasting media influence people's viewing behavior, informatio behavior in general, and attitudes toward some aspects of social life.Our data are mainly from the surveys conducted in Suwa and Hiroshima respectively, each of which includes random samples of both cable-sbscribers and non-subscribers so that we can make comparison of two types of viewers. Some of the findings are : (1)Factors predicting whether or not one subscribes to a cable included innovativeness, willingness to follow the fashion, and preference for high-tech gadgets. Cost consciousness, on the other hand, was found to work against subscribing to a cable. (2)While cabl subscribers had a wider range of channel repertoire than non-subscribers, the former group was likely to spend little more time than the latter watching television. This seems to suggesta "audience-fragmentation phenomenon." (3)Among cable subscribers, the cable channels specialized in movie or music were likely to replace over-the-air channels as a means of enjoying such kinds of entertainment. The changes in viewing behavior , however, seemed to have little impact upon subscribers' pattern of media use as a whole. (4)Local-originated programs in the community channels were more highly evaluated in Suwa than in Hiroshima, as contributing to community integration. NHKが制作した東海地震オーディション番組第3版をNHKの許可を得て編集・改変し、実験用番組を5種類作成した(うち1つはコントロール刺激用のオリジナルの番組)。これらを用いて7月に静岡市、10月に東京において主婦を対象として実験をおこなった。静岡では等質な被験者群を6群つくり、2群にコントロール番組,2群に「自衛隊等の救援準備完了」に言及した番組,2群に「避難後の警察による治安維持」に言及する番組を視聴させた。東京では等質な8群の被験者群をつくり、2群にコントロール番組,2群に無関係な番組,2群に「パニックの発生」に言及した番組,2群に「パニックが発生しないこと」に言及した番組を視聴させた。各群とも視聴の前後に質問紙に記入させ、感情の変化,番組の理解,地震発生の可能性や切迫度の認知,混乱の予想,被害予測,自分の行動の予想などの諸項目について測定した。(実験手続は、すでに昭和58年度,59年度に実施した実験の場合と同一である。「文部省科学研究費自然災害特別研究研究成果No.A-59-5」,1984,pp.87-120参照。)データは各測定項目ごとに実験群をコントロール群と比較する、という形式で大検定や【X^2】検定などを用いて番組による差を検出するために分析をおこなっており、その結果は近々に論文にまとめて報告する予定である。なお、東海地震の警戒宣言報道に関してはテレビ以外にもラジオを用いた研究も同様に重要であるので、今後機会を求めてこの種の実験的研究を実施していきたいと考えている。, 日本学術振興会, 科学研究費助成事業, 1986 -1986, 自然災害特別研究, 東京大学 - 意思決定の社会心理学的モデルの構成とその検証
