• Pros and Cons of the Global Value Chain Revolution: What type of Global Governance is Newly Constructed?

  平成30年度は、以下の２つの研究成果を挙げた。まず第一に、自由貿易に代わり登場してきたフェアトレード（FT）の理論的な根拠を明確化したことである。FTも当初は自由貿易体制そのものの変革を求める従属論に理論的根拠が置かれてきた。しかし、やがて、市場の失敗を理論的根拠に、農民がよりよい条件で取引できる手段としてFTが位置付けられるようになった。さらに、近年、新制度派経済学の理論を根拠に、自由化された市場の中で小規模農家と先進国市場を結ぶgatekeeperとしての生産者組合の役割が重要視されるようになった。新制度派経済学そのものはFTを直接擁護するものではないが、FTは他の国際認証制度にはない生産者組合の存在を前提としている。よって、FTは以前よりも、より多くの理論的根拠に支えられている。 第二に、FTの効果と今後の課題について、一定の研究成果が得られた。FTの評価には、グローバル・バリュー・チェーン（GVC）の理論的フレームワークを基にした実証研究を行った。その結果、FTは公正な条件でGVCに参入できる多くの生産者組合を生み出すことに貢献したことが明らかとなった。また、その中の１つの組合の事例研究を通し、FTの効果として、①公正貿易の拡大と収入の安定化、②社会や環境と調和のとれた生産技術の蓄積と農民への伝授、及び、③メンバー間で民主的な意思決定メカニズムが確立され組合員の中に自主性が醸成された、ことが明らかとなった。 ただし、FTにも解決すべき問題点も多く見つかった。①先進国におけるFT市場の規模の拡大が不十分であること、②最近のFT市場は国際有機認証の取得も要求する傾向にあり、途上国側に過度の費用負担が課せられること、③さらに国際有機認証の取得までに不当なまでに時間がかかり、認証制度への依存は政治的リスクに途上国をさらす可能性をより高めてしまうこと、が明らかとなった。, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (C), 2016/07 -2022/03, Principal investigator, Grant-in-Aid for Scientific Research (C), Doshisha University
• Characteristics of Traditional and Indigenous Industries and their Potential for Sustainable Development in Global Value Chains --- The Case of Myanmar

  This study mainly achieved two things. First, it integrated the theory of systems of innovation with the studies of Global Value Chains (GVCs) to construct an analytical framework. The introduction of the latter into this research was important in particular because even traditional and indigenous industries cannot survive without utilizing the force of globalization. Second, this study found that ‘international tourism’ could play an important role in inviting Myanmar traditional and indigenous industries into GVCs and vitalizing them.   本企画調査は、英国サセックス大学Institute of Development Studiesの研究者、研究代表者及び研究分担者、アジア諸国の研究者、という三者をつなぐ研究ネットワークを構築し、将来の国際共同研究の基盤を構築することを目的として実施した。具体的に実施した企画・調査実績の概要は以下の通りである。 1)2005年6月26-30日まで、途上国の農水産業に関連したバリューチェーンの研究で世界的に業績のあるジョン・ハンフリー教授をサセックス大学Institute of Development Studiesから本研究科に招聘し、研究打合せを行った。 2)10月9-13日まで、英国の上記研究所で開催された「(衛生)基準」と「バリュー・チェーン」に関するワークショップに出席し、同じ分野で研究を実施する世界各国の研究者と情報交換とネットワークの構築を試みた。このワークショップには、事前に共同研究者として連携を築いておいたタイのPrince of Songkla大学の研究者二人を招待し、ジョン・ハンフリー教授、オランダの研究者(インドネシアの水産物貿易が専門)とともに、本企画調査で目指す研究に関する打合せを行った。バングラデシュの研究者1名を本打合せに招待する予定であったが、都合により不参加となった。 3)11月28日-12月2日まで、ILOアジア・太平洋地域総支局において、グローバル生産システムに関するワークショップに出席し、その後、研究打合せを行った。ILOアジア・太平洋地域総支局は、1994年以来、労働政策研究・研修機構(厚生労働省所管独立行政法人)と合同で、アジア、太平洋地域の労働研究機関をとりまとめる共同研究ネットワークを運営している。今年度から平成19年度までの期間、アジア・太平洋地域における繊維・縫製業、農水産・食品加工業、サービス業の3セクターで、生産から消費をつなぐグローバル生産システムが途上国の労働者にどのような影響を与えているかをテーマに共同研究を実施する。研究代表者は、この研究のとりまとめ作業を担当することになったため、本企画調査で目指した研究テーマに沿う、国際共同研究ネットワークの構築が同時に達成される見通しがたった。 今年度の研究実績は、"The Distributional Effects of Compliance with Food Safety and Agricultural Health Standards on Small Producers in Developing Countries"という題の報告書にまとめ、2005年6月11日に文教大学で開催された国際開発学会の第6回春季大会で報告した。同論文はその後修正を加え、本研究科のワーキング・ペーパーとしてウェブ上に公開した。, 日本学術振興会, 科学研究費助成事業, 2005 -2005, 基盤研究(C), 名古屋大学

• Issues of Sustainable Growth in China for the 21^ Century : Quantitative Appraisal(2000-2020)

  During the research period of 3 years from 2000 to 2002, three overseas field researches were implemented in China, visiting mainly Beijing, Shanghai and Gansu Province, and three workshops also were held at Nagoya, inviting Chinese research collaborators from Beijing, Shanghai and Gansu. Based on the research papers of the three workshops, we are now editing a research report entitled "Issues of Sustainable Growth in China for the 21^ Century : Quantitative Appraisal", which consists of 4 Parts, 25 Chapters and 1 Appendix (on data & statistics). Part 1 (Issues of Regional Development) presents econometric modeling analyses and quantitative empirical studies on the topics of comparative advantage structure, labor migration, physical distribution, small & medium scale and rural industries, issues related to WTO accession, etc.in the regional development of China (especially of the Great Western Development). Part 2 (Issues of Sustainable Development) reviews and investigates ecological environment, water control, and SO2 emissions in West China, urban problems in China, environmental cooperation between China and Japan, etc. Part 3 (Case Study of Gansu Province) quantitatively and empirically analyses development planning, development strategy, labor market, sustainable development, etc.in Gansu province. Part 4 (Issues of Macroeconomic and Social Development) presents institutional, quantitative and econometric analyses on social security, educational investment, WTO and trade, FDI, productivity, tourism development, unemployment, etc.in China of the national level. • 直接投資と経済成長〜スピルオーバー効果を中心として〜

  今年度は、引き続き、何故、アメリカにおいて、日本の自動車部品会社の生産性が劣るのかについて研究を行った。その結果、日本企業は、アメリカにおいて、かなり、高度な技術をおり込んだ設備投資を行ったが、設備のメインテナンスをする人材にかけ、それがうまく特に初期の頃は生産性の伸びにつながらなかったことがわかった。この研究成果の一部を含め、98年7月、アメリカ西部経済学会で研究発表を行った。タイトルは、“Multinationals,Production Efficiency and Spillover Effects.The Case of the U.S.Auto Parts Industry"である。 また、インドネシアにおける自動車産業(2輪車、4輪車を含める)と海外直接投資の関係についても研究を行った。両産業とも、インドネシア政府の産業政策のターゲットであり、また、日本企業が深くその発展に関わってきたことは同じであるが、4輪車部門において生産性向上、部品産業の発展が全く見られないのとは対照的に、2輪車においては90年代、急速なる発展が見られた。この研究成果は、“Automotive Industry in and the Role of FDI in its Development"の論文にまとめ、経済企画庁主催の会議で研究発表を行った。 2年度にわたる研究の結果、直接投資と経済成長の関係は、先進国と途上国において相違が見られるのみならず、途上国の中にあっても全く産業によってその効果が異なる。したがって、両者の関係は一義的では有り得ず、他の多くの要因によって左右されることがわかった。, 日本学術振興会, 科学研究費助成事業, 1997 -1998, 奨励研究(A), 神戸大学
• "Rethinking China's Development Strategy for the Inner Region --Trickle-down Effects from the Coastal Region to the Inner Region--"

  After the Policies of reform and opening China adopted in 1978, regional disparities have become obvious to all. In order to narrow the regional disparities, we believe that regions along the Changjinang River will have to become a main route where the economic development have spread from the coastal into the inner regions. Based on this point of view, we examine the state of the regional developemet in this areas and compare the development strategies among the regions along the Changjiang River through interviews with local officials, scholars and businessmen. Our main findings are as follows ; First, The Changjiang River does not work well as the network of circulation of goods. However, highways along the river which have partially opened, newly established Jingjiu Line which goes across the Central regions, are positive role on strengthening regional integration. Second, local governments have made their development strategies in their own way, they have lacked consistency. Policy coordination among the local governments has appeared, but still too week, and the central government has not appropriate policy instruments adjusting the contradiction among them. Third, "Regional Economic Zone" beyond administrative areas have been forming gradually, but the actual situations were very complicated.
