    The purpose of this research project is to elucidate the role of cultural foundation of a society in the process of long-term economic growth. Our study focuses on the Indian economy whose growth pattern has been different from those of other Asian countries such as Japan, South Korea and China. Since the project members have different research fields, we could investigate our main topic from a wide range of perspectives. In our study, we employed not only the standerd economic theory and statistical methods but also large scale questionnaire surveys as well as several field works in India.   • Theoretical and empirical research on the effect of changes in risk structure on the economic growth.

    In this resaerch project, we investigated the essences of the risk. We mainly focus on the issues of risks generated from the failure of human capital accumulation. It is shown that the failure in educational career but also the failure of moral formation brings about the serious devaluation as a human capital in the market, and decline of happiness.   • Policy for amending income inequality and reforming social security based on happiness analysis

    In this research project, we investigated the roles of social security system in improving the state of happiness by decomposing the source of happiness into the factors such as employment system, family relation, marriage, welfare program, education system, cultural environment, community functions, and communication opportunities in a society. To conduct this research, we modeled the behavior of individuals by focusing on the psychological factors, and designed the survey questionnaire, and conducted the internet survey. We focused our analysis on the effect of employment system and working style on the happiness.   • The Analysis on the Essential Structure of Risk Society and the Optimal Policy

    This study examined the systematic relation among risk averse behavior, saving be-havior, and personalities. As a result of the analysis, we found the strong systematic relation between personalities and risk averse behavior.   • A Study on Human Resource Management that Enhances Work Motivation and Creativity of R & D Engineers

    This study investigated the relationship between work-life balance, work motivation and creativity for R & D engineers in Japan. Results from interviews and a questionnaire survey conducted among industrial engineers revealed that changes are taking place in the way they work, and that problems such as stringent time constraints on engineers, and their feeling of inability to complete work assignments, are surfacing recent times.   • The Reasons for Regional Indifferentials and the policies for reducing them

    The research outputs of the projects are huge as is shown in the lists of publications and conference presentations. The main issues are as follows : 1) the issues on the relation between the local finance and the interregional inequality, 2) the issues on the education policy and the interregional inequality, 3) the issues on the urban policy and interregional inequality, 4) the issues on labor policy and the interregional inequality, 5) the issues on social capital and the interregional inequality.   • The research on the optimal public investment policy for improving competitiveness of contents industry.

    The impacts of globalization involve various aspects. Especially, we should pay attention to the growing importance of cultural elements as a source of competitiveness, with the aim of increasing market segmentation. This research focuses on the effects of culture on the economy. Despite the importance of measuring the effects of cultural influence on market expansion in designing an effective policy for promoting cultural influence in a foreign country, only a few empirical studies have been made to estimate such effects. Moreover, a standard methodology of estimation has yet to be established due to the difficulties inherent in estimating cultural influence. This research presents methods of measuring the effects of cultural influence on market expansion. First, we examined the effect of deepening cultural influence on market expansion in a foreign country by focusing on the experience of the Korean boom in Japan. Second, we presented empirical evidence on the effect of deepening cultural influence on the demand for products that include this cultural essence. Third, we presented a comparative analysis on the relative effectiveness of deepening cultural influence between the exports of traditional culture and localized traditional culture(a mixture of Western and Eastern cultures). These empirical studies are important because evaluating the effectiveness of cultural exchange on national brand building or deepening the recognition of culture in foreign countries is critical for allocating public resources to international cultural exchange programs.   • Research on differentials over generations and social system for incentive promotion

    In 2004 year, we advanced around the investigation of hierarchizing and wealth formation. We did one questionnaire survey by using the Internet as an examination method. Moreover, the questionnaire survey intended for the high income taxpayers was performed. These questions were empirically analyzed, and we attempted to find various routes, for example backgrounds, which affect the asset accumulation process. In 2005 year, the analysis was advanced about the relationship between the accumulation of human capital and the heritage of property over several generations, especially paying attention to the effect of the cost for the compensatory education. The questionnaire survey asked the situation to the compensatory education to the children, educational environment and family economics condition in order to clarify the relationship between these conditions and their income and occupations. The research subjects by the Grant-in-Aid for Scientific Research are as fellows ; the relationships among the state of income distribution, the attitude about fairness, tax systems, the willing to work, educational investment incentive, etc in Japan. In 2006 year, we analyzed what is desirable to improve the formation of the educational system, the structure of employment, and the formation of community aiming at obtaining a preferable society. We found the following results. It is important to provide people with the identity as a worker, to improve the educational system and to achieve the condition such that the community functions well. Also, we suggested several policy tools to attain such goals.   • Research on the Optimal Pricing System in Developing Social Infrastructure

    This research studied the optimal pricing system in developing social infrastructure. In considering about the pricing system, it is necessary to investigate the system of providing service from the social infrastructure and measure the benefit generated from social infrastructure. One of our prominent approach in investigating the optimal pricing system is to start our study from the examination of detailed system of proving service, and the characteristics of benefits generated from the social infrastructure. The main research outputs of our study are as follows. (1) Simulation analysis on the optimal pricing system of highway system. (2) Measurement of Willingness-To-Pay for the improvement of accessibility. (3) Evaluating the public child care service by using DEA (Data Envelop Analysis) (4) Measurement of benefits from convention center, and optimal strategy for improvement of competitiveness of convention center.   • OPTIMAL URBAN LAND USE UNDER MULTI-MODAL TRANSPORTATION

    From the viewpoint of global environmental issues, it is urgent to save energy in transport sector as well. There have been several ways proposed for saving energy in urban transportation, such as congestion tax on automobile, utilization of light rail in down towns, and development of battery cars. One of those classic proposals is so-called "park-and-ride" system that we use automobiles from housed to railway station nearby and transfer to railways to CBD, working places. By this way, the private use of automobiles should be reduced so that congestion as well as environmental negative externality in downtown would be improved much. In the literature of urban economics, there is a stream on related issues of railway competition (see Kanemoto 1984 among others), yet it lacked for the environmental viewpoint. While transportation engineers argued the importance of such system, economic implication of the system has not been derived enough. In this reserch, we will develop a simple model of park-and-ride system in urban setting. That is, suppose a monocentric city where several railways start from a single CBD to suburb area spoke-wise, and households use automobiles first from each own house to nearest railway station circumferentially where they transfer to railways bound for CBD, or they may choose to ride private cars to CBD directly. Hence, there are competitions between railways as well as between railway and automobiles in this model. Since direct commuting by automobiles works as "outside good" in monopolistic competition among railway companies those are differentiated in location or space, we follow the model by Salop (1979) that analyses the work of outside good in horizontally differentiated market and obtains perverse characteristics due to the introduction of kinked demand curve., Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research, 1999 -2001, Grant-in-Aid for Scientific Research (C), NAGOYA UNIVERSITY
  • An Analysis of Emerging Labor Market in Japan

    Our research results are summarized around four sub-topics in our projects. They are as follows; A) NPO labor market We conducted a survey about the about management practices of more than one thousand Japanese NPO as well as individual worker survey for those working at those NPOs. We presented the findings from those surveys at Japan NPO Research Association Meeting in 2000 and 2001. We have published an article at Graduate School of Policy and Management Review and are preparing a monograph publication. B) Employment adjustment We analyzed employment adjustment of large Japanese firms in five industries. Our particular attention was on the impact of increasing non-regular employment such as part-time workers on the speed of employment adjustment. We found it reduced the speed. We have published three articles already and two more are forthcoming. C) Male-female wage differentials We analyzed male-female wage differentials by applying three alternative hypotheses. We found each of them has some relevance, but the Nenko hypothesis found most relevant. We have published two articles on this and another is forthcoming.   • Regionally unequal accumulation of human capital and educational policy

    The efficiency in accumulating human capital in a region is affected by the limited regional environment. For example, a research activity is stimulated in high quality laboratories with excellent researchers. Through the research activity in the region, the researcher embodies his research ability. This kind of positive externality is also a driving force which stimulates workers movement among regions. When we consider the externalities in human capital accumulation, the market mechanism does not necessarily achieve an optimal allocation of human capital among regions. This report studies the data of regionally unequal accumulation of human capital and examines the optimal allocation of educational public investment among regions, which achieves the largest national economic growth in a economy. Our analysis shows that the threshold externality in human capital accumulation affects an optimal allocation policy through two changes. One is through the changes in marginal value of educational public capital, and the other is through the changes in decreasing speed of shadow prices of educational public capital. With the effects of threshold externalities and labor movements among regions, we show that the optimal pattern of regionally allocating educational public investment includes the switch of allocation from the region with large human capital to the region with small human capital.   • ECONOMIC ANALYSIS OF INTERNATIONAL HUB AIRPORTS

    While the externality effect is larger, the utility fee becomes larger yet income-tax rate becomes smaller. This result is clearly opposite to the standard argument. If its own trip's externality effect for its own economy is greater relative to the foreigner's, the utility fee becomes larger yet income-tax rate becomes smaller. That is, if the foreign travelers are more important, income-tax rate should be higher in order to reduce airport utility fee and capture foreigner's demand. In some sense, this accords with the standard argument. If the other country's basic productivity goes up, income-tax rate decreases rapidly while the utility as well as utility fee increases a little. That is, a neighboring country's economic growth gives positive externality to the home country through hub airport competition. If the other country's population goes up, income-tax rate decreases while the utility fee increases a little. That is, a neighboring country's large population gives large revenue to the home country's budget. Thus, it can reduce the income-tax rate. If consumers prefer own country's airport more, the utility fee goes up while income-tax rate down. According to the "globalization, " people tend to ignore the "nationality" of airports recently.   • 所得分配と公共政策

    1.家計構成の相違を処理する方法として、家計内における規模の経済性を推定して「等価所得」を求め、それを基に不平等度を計測する方法があり、本研究では、等価所得に関する理論的基礎づけを整理し、日本における等価所得の推定と家計構成の相違を考慮に入れた不平等度の計測結果を検討していく。分析の結果、世帯所得で測ったジニ係数の値と世帯員一人当り等価所得で測ったジニ係数の値が近いことが示された。 2.戦後の分配状態の長期的変遷を調べることにより、近年進みつつある所得分配状態の不平等化の特質を明らかにした。そのために、1963年から1991年までの『家計調査』に記載されている全世帯、勤労者世帯別の年間収入五分位別所得データを用いた所得のジニ係数値の変化を調べ、日本における分配状態が時系列的にどのような要因によって変化してきたかを回帰分析により明らかにした。また、帰属家賃、金融資産所得といった資産所得まで含めた総所得の分配状態を評価した。分析の結果、資産分布の不平等とそれに伴う帰属家賃所得の不平等は、日本の所得分配の不平等を規定する大きな要因となっており、分離課税方式を基本とした現行の税制度が帰属家賃所得を含めた所得の再分配機能の面で、総合課税方式に比して劣っていることが明らかになっている。 3.日本の公的年金制度の下において、世代間および世代内の所得再分配がどの程度行われているかを実証的に調べ、年金による所得再分配の意義と役割について議論した。分析の結果、年金制度による所得再分配は、個人の近視眼の程度が大きい場合には、再分配政策の非効率性を低くさせながら引退期の消費を保障するという意味で、税制よりも優れていることが示された。, 日本学術振興会, 科学研究費助成事業, 1996 -1996, 基盤研究(C), 名古屋大学
  • A Theoretical and Empirical Inquiry into the Distribution of Income and Wealth in Japan

    Through careul examination of a wide varicly of statistical sources we tried to illuminate the current circumstances of income and wealth inequality in Japan and the recent changes thereof. The major findings are as follows. (1)As regards wage income, there is a mild tendency of widening inequality. Hoewver, the changes in the composition of age andd education appear to offset the effects of changes in the rate of return to job tenure, thus maintaining the degree of wage dispersion extremely stable as compared with recent wxoeriences in the U.S.and U.K.The distribution of wage income appears to be more equal as compared with the countries referred to above, yet there exists a clear dual structure composed of a primary sector with high and incremental wages and a secondary seetor with low and flat wages.Moreover, the latter scctor scems to be wxpanding over the last decade. As regards the overall wage share of the economy, the important factors governing its movement appear to be the movement of aggregate demand, on the one hand, and the institutional sctups of wage changes as well as the degree of imperfect competition in the products market, on the other (2)When capital income such as interest and dividends, and in particular, the capital gains income on equitiees and land aer considered, the distributio of income including these categories apper to be expanding somewhat in large scale. Also the impact of capital gains on land and equity assets in the latter 1980's was very large in expanding wealth inequality among households. (3)The rise in the relative price of college education is causing a standstill in the college enrollment among the young. There appears to be a clear tendency for sons and daughters of high income households to concentrate in colleges that require high scores in entrance examination test scores and that are associated with with good remunerations. In thus sense, the equality of opportunity among individuals seems to be at peril. (4)As regards the household saving behavior, accumulation of both life-cycle savings assets and inheritance assets appears to be important. The accumulation of inheritance assets is nnot soley motivated by parental altruism, but also, and perhaps more importantly, by intra-family insurance. Although the existence of inheritance per se does not lead to increased wealth inequality, there is a possibility that the distortion of distribution via unexpeeted rise in asset priccs may be oassed on over several generations. (5)Despite the recent shape-up of the Japanese public pension system, there still remains unreasonable redistribution of income through the oension system both intra-and inter-generationally.   • Portfolio Selection and Social Security in Aging Society

    The research project investigated the relationship between portfolio Selection and social security in aging society. Since the budget on the public pension will be in a difficult position, it is worthwile to examine how the elderly reacts to this problem. We have found several results in this project. First, the inernal rate of return to the public pension will be much lower than that to the private pension or tothe euterprise pension. Second, the effect of the private pension to the total saving rate will be large, and it may reduce the total saving rate. Third, when we are interested in the bequest motive of the elderly, we have to take account of the gift-exchange motive given by "taking care of the elderly.
