本年度は資料集刊行のため、まずは現在残されている加藤高明関係の一次史料（書簡、著作、演説記録など）をできるだけ多く収集し、それらを整理・目録化すると共に、電子データ化（翻刻、入力）する作業を進めた。また、国立国会図書館憲政資料室、外務省外交史料館、三菱史料館、英国公文書館（The National Archives）など各機関が所蔵する一次史料を再度網羅的に調査し、未収集の史料を補充・追加した。以上の結果得られた成果を研究分担者・協力者・補助者の間でクラウド上で共有する仕組みを構築し、資料集刊行前に自由に研究に活用できる体制を整えた。 以上のように史料収集・整理を進めると共に、関連新規史料の発掘、学会などでの報告、研究会の開催、史料を活用した実証研究も行なった。主な成果は以下の通りである。１）2021年4月26日に京都大学でChristian Goeschel氏(マンチェスター大学准教授)の講演会を開催し、議論を行なった（演題‘Performing Unity: The Tripartite Pact Revisited'）。２）2021年8月27日に開催されたヨーロッパ日本研究学会（EAJS、オンライン）の部会Competing Narratives on Sino-Japanese Relations, 1915-1945: Local, National, and International Exchangesに奈良岡、川島が参加し、報告を行なった。３）外務大臣経験者2名の新規個人文書を発掘し、その目録化を進めるとともに、解読のための研究会を開催した。来年度以降順次その成果を公表する予定である。４）第一次世界大戦期の外交、辛亥革命期からアジア・太平洋戦争期の日中関係などを中心に実証研究を進め、個別の研究論文を多数発表した。, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (B), 2021/04 -2026/03, Grant-in-Aid for Scientific Research (B), Kyoto University - 近代日本の捕虜処遇と大正・昭和初期におけるその変容に関する政治史的考察

近代日本の捕虜処遇は明治・大正期には世界的にも稀なほど優遇策を採っていたことが知られている。しかしそれから20年も経たない昭和期には虐待の事例が目立ち、この「歴史的記憶」はいまなお関係国との間に大きなしこりとなって残っている。なぜ、いつ、近代日本の捕虜処遇は「厚遇」から「冷遇」へと劇的に変化したのか。従来の研究は大正後期から昭和初期（1918年～1930年代）にかけての事例を取り扱っておらず、この問いに答えることができなかった。本研究は、研究史上の欠落期間である(1)シベリア出兵（1918年～1922年）・山東出兵（1927年～1928年）・満州事変（1931年～1933年）における捕虜処遇状況を史料に基づき実証分析し、(2)近代日本の捕虜処遇をめぐるミッシングリンクの解明を目的としている。 この課題に対して、本年度は以下の活動を行った。 まず3回の研究会を実施し（2021年10月2日〔合評会〕「大津留厚『さまよえるハプスブルク：捕虜たちが見た帝国の崩壊』（岩波書店、2021年）」；2021年11月5日〔合評会〕「林忠行『チェコスロヴァキア軍団：ある義勇軍をめぐる世界史』（岩波書店、2021年）」；2022年2月5日〔報告〕奈良岡聰智「外交と言語 ―明治期における日本外交官の英語力」〔いずれもオンライン開催〕）、シベリア出兵期から満州事変期における研究動向や、通訳官やその育成・採用を題材に捕虜処遇めぐるコミュニケーションの問題を検討した。また満州事変から日中戦争勃発時に至る迄の国際赤十字社の活動に関する文献・資料に関する勉強会をほぼ週一回のペースで定期開催し、基礎知識習得と整理を行った。, 日本学術振興会, 科学研究費助成事業 挑戦的研究(萌芽), 2021/07 -2024/03, 挑戦的研究(萌芽), 愛媛大学 - 国際比較に基づく日本の総力戦体制の全体像の解明（1918-1945）

本研究は、第一次世界大戦後から太平洋戦争終結に至る日本の「総力戦体制」の全体像を、国際比較の視座に立脚して明らかにすることを目的とする。従来日本の「総力戦体制」はその形成期からドイツ軍国主義の影響を色濃く受けてきたことが盛んに強調されてきた。だが、そうした主張は必ずしも、ドイツのみならず、英・米・仏などのそれと十分な比較を行った上でなされてきたわけではない。 そこで本研究は、各専門分野で国際比較研究に従事してきた研究者を結集し、日本の「総力戦体制」を産業動員、国民動員、治安体制、捕虜政策といった視角から包括的かつ多面的に分析し、その全体像の解明に迫る。総力戦体制の比較研究が進んでいる海外においては、欧米中心に分析される傾向が強く、よって本研究が海外の研究に及ぼすインパクトや意義は極めて大きい。 本年度は第1回研究会を8月31日に開催し、研究分担者及び研究協力者全員の研究報告を行ったうえで、分担者である玉木寛輝の新著の書評会を行った。海外の視点をとりいれるべく、2名の外国人研究者に評者として加わってもらった。続いて22年1月8日に第2回目研究会を開催し、分担者である萩原淳の新著の書評会を行った。第1回と同様、1名の外国人研究者に評者として加わってもらい、国際的な視野から分担者らと議論を交わした。 研究会以外では相互に連絡をとりつつ、各自の研究を進めており、その成果の一部はすでに学術雑誌等で公表されている。22年度も引き続き、研究会で参加メンバー全員が報告すると共に成果を公表していく予定である。, 日本学術振興会, 科学研究費助成事業 基盤研究(B), 2021/04 -2024/03, 基盤研究(B), 同志社大学 - 1970年代の日米欧三極国際秩序の模索―日米関係史と日欧関係史の総合化の試み

2021年度は引き続き『新版・山県有朋意見書』の史料集本体部分の完成に注力し、コロナ緊急事態宣言に行動を制約されながらも、国立国会図書館憲政資料室、防衛省防衛研究所図書館、国立公文書館、宮内公文書館、萩博物館、栃木県立文書館などでの追加的史料調査を実施してきた。 意見書の名称、作成年月日、出典等を一括して編年順で整理・配列した「統合リスト」の作成作業は完了し、史料翻刻もほぼ終わったので、現在、「統合リスト」と翻刻データとの紐付け作業を行っている。統合リストの本体部分（所蔵機関と収録簿冊名、文書名等を明記）は、『新版・山県有朋意見書』に掲載・公開する予定である。意見書の中には、様々なバージョンがあるものもあり、こうした情報公開を積極的に行うことによって、本史料集に対する学界関係者はもとより、国民全般の理解を一層深めることが可能となる。 『新版・山県有朋意見書』には全部で181点の意見書が収録される予定であるが、これは大山梓編『山県有朋意見書』（全82点）に比べれば二倍強の増加であり、これらの意見書を通読することにより、「日本軍国主義の象徴」「専制的軍人政治家」といったステレオタイプの山県イメージは相当修正されることが期待されるし、それは日本近代史の全体像にも少なからぬ影響を及ぼすであろう。 ほぼ毎月一回のペースで遠隔会議方式（ZOOMを使用）で研究会を開催し、翻刻データの校合作業を行ってきた。他の研究会との共催で書評研究会を二回開催した（10月10日、1月29日）。残念ながらコロナ猖獗のため、海外での史料調査は行えなかった。, 日本学術振興会, 科学研究費助成事業 基盤研究(B), 2020/04 -2023/03, 基盤研究(B), 北九州市立大学 - Reexamination of Modern Japanese History through the Analysis of Historical Materials in Japanese and Foreign Archives Relating to Yamagata Aritomo and His Bureaucratic Clique

We have been engaged in research and editorial work in preparation for the publication of Yamagata Aritomo ikensho: shinpan (Yamagata Aritomo Proposals: A New Edition). Our point of departure was Yamagata Aritomo ikensho (Yamagata Aritomo Proposals) edited by Oyama Azusa (Hara shobo, 1966). As a first step in our research, we went through the vast body of published and unpublished materials in Japanese and foreign archives to produce a comprehensive list of proposals by Yamagata that have come to light since the publication of Oyama’s classic volume more than fifty years ago. In addition, we have compiled a complete list of Yamagata’s proposals in Koshaku Yamagata Aritomo den (The Biography of Prince Yamagata Aritomo) and other publications which the Oyama volume does not include. We have now completed editorial work, and are in the process of writing a commentary. In general international relations theory in Japan is considered to be dependent on theories imported from overseas and to lack originality. This study reconsiders the way important theories were imported in the past, identifying originality in areas such as agenda setting and analytical tendencies, recurring like “basso ostinato (Masao Maruyama) ”. In Japan, against the backdrop of previous historical and area studies, there is a deep-seated tendency to assign greater importance to duality of implication and complexity in phenomena than to the simplification and systematization that accompanies theoretical research. In addition, interest in pursuing leads to peaceful change stands out when looking at new phenomena and analytical methods. 本研究は、戦後日本のシビリアンコントロール体制がどのように模索されたのかを、旧陸海軍軍人の視点を新たに加えて再検討することを目的としている。 平成22年度において第1に検討したのは、旧軍人が戦前の陸海軍組織とその制度をどのように理解していたのかという問題である。本研究では、とりわけ1930～1945年の時期について研究を進めることとした。調査場所は、主に防衛省防衛研究所図書館、国立国会図書館であった。なかでも私文書「高嶋辰彦史料」「鈴木重康関係文書」には、軍部大臣現役武官制に対する軍人たちの意見が含まれており、1930年代前半の状況を把握することができた。 第2に検討したのは、太平洋戦争終結前後から再軍備にかけて、旧軍人が書籍・新聞・雑誌などに投稿した論文や意見である。雑誌は『自衛』『日本及日本人』『実業の世界』などを調査した。とくに、まとまった量の論考を残している服部卓四郎の統師権独立認識と再軍備における組織構想について史料収集を行った。服部は戦後も軍人の発言権を保持するためとはいえ、戦前の軍の暴走を反省し、シビリアンコントロールを肯定的に理解していたことは間違いない。 他方、これまでの研究も踏まえた上で、研究成果の公表も積極的に行った。平成22年7月17日に神戸大学法学部で開催された日本政治外交史研究会で「中国駐日公使館と日中戦争への道」を報告し、戦前の軍の統制の実態を駐日中国公使館員の視点から分析した。また平成22年10月30日に日本国際政治学会分科会で「日中戦争の拡大-速戦即決論と総力戦論」を口頭発表し、日中戦争の拡大と軍の統制の連関について考察した。これらの報告によって、参加していたアメリカ史研究者や戦後日本史研究者との活発な意見交換ができ、有益な示唆を得ることが出来た。, 日本学術振興会, 科学研究費助成事業 特別研究員奨励費, 2010 -2012, 特別研究員奨励費, 京都大学 - Research on Japan's Cooperative Diplomacy between the Great Wars : based on UCHIDA Yasuya Papers

This research clarified, by using the report of the Chinese Embassy in Japan, how the Chinese government analyzed Japan and why it decided to fight against Japan.
