• 多文化共生社会の流動化と新しい人権政策・社会政策・入国管理政策に関する国際比較

  本研究は、多文化共生社会論を巡って、非正規入国者への対応が本格化する2010年代以降に生じた変化を、人権政策・社会政策・入国管理政策という3つの政策領域における多様な改革論争に則しつつ解明することを目指すものである。その中で、本年度は、非正規入国者の中長期的な定着に関わる社会政策の改革論をとりあげ、以下の諸問題の考察を行った。 (1)本研究ではまず、政治哲学・政治史学等の領域で行われた、多文化共生社会における近年の社会政策改革を論じた多様な先行研究を幅広く収集し、その特色や問題点を研究参加者全員で批判的に検討した。その結果、①従来の先行研究では、労働政策に関して、主として非熟練労働者の正規労働力化問題を巡る、多数派側の非熟練労働者や失業者などの反応を一般化しつつ、非正規入国者の労働政策全体に関する多数派側の態度を、極めて非寛容なものと把握する理解が通説化している、②また年金政策に関する先行研究では、年金制度を国民の相互扶助と連帯の産物と理解し、非正規入国者の年金加入権を否定的に解する議論が多数を占めている、等の重要な知見が判明した。 (2)更に本研究では、2010年代以降の北米・西欧・東欧諸地域において、多文化共生社会の社会政策に生じた具体的変化や、その諸要因等について考察した。その結果、①労働政策に関しては、非熟練労働者については、従来と同様正規労働力化に否定的な議論が支配的である一方、一定の高度技能を有する労働者に対しては、むしろ正規労働力としての積極的な受け入れを目指す議論が台頭しつつある、②年金政策に関しては、こうした外国人労働力の積極的受け入れ策の増加に加え、各国の少子高齢化に伴う年金負担者の減少対策という観点からも、年金への正式な加入を模索する国家が増加しつつある、等の重要な知見が判明した。, 日本学術振興会, 科学研究費助成事業, 2019/04 -2023/03, 基盤研究(A), 神戸大学
• 紛争地域における「記憶」と「安全保障化」のメカニズム－「東地中海地域」を事例に

  本研究課題全体としては、地域紛争研究会例会（2019年8月）において、各自の研究構想を明らかにし、全体に関するすりあわせを行った。個別の研究活動及び実績について、まず、バルカン地域については、民族形成が遅れて行われたマケドニア人の大民族主義的要素について研究を行った。次に、近年、旧ソ連地域の安全保障状況を考える上で特に重要であるロシアの「ハイブリッド戦争」の地域的安全保障への影響について、ハイブリッド戦争一般やその重要な要素であるサイバー攻撃についての研究を進めた。中東については、レバノンの宗派制度における政治的な争点が宗派間の水平的な関係（エリート間の権力分有）から垂直的な関係（階級間の闘争）へと移行しつつあり、また、それに伴い、宗派を単位とした従来の政治のあり方の見直しが進んでいることについて研究を行った。EU・東地中海関係に関しては、東地中海における外部アクターとしてのEUの役割と東地中海におけるプレゼンスを拡大させつつある中国の立ち位置に着目した分析、EU拡大及び近隣諸国政策の最近の展開に関する考察、の2点に力点をおいて研究を行った、ドイツについては、ドイツ・ポーランド関係に関するドイツ側の記憶、そしてドイツの対外政策に関連した在欧米軍削減問題に関する研究を行った。近東については、トルコの「オスマン帝国の記憶」に基づいた東地中海地域諸国との関係を、キプロス紛争の結果うまれた「北キプロス・トルコ共和国」やキプロス問題に対するトルコの政策の変化、そしてトルコにおけるトルコ民族主義の興隆とそれが現政権に及ぼす影響の増大について研究を行った。, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (B), 2019/04 -2023/03, Principal investigator, Grant-in-Aid for Scientific Research (B), Doshisha University
• 現代の社会・政治的緊張の歴史的比較研究：ボスニアと沖縄のアイデンティティ政治

  研究分担者のJasmina・Gavrankapenovicは、米国コロンビア大学で4月に開催されたthe Association for the Study of Nationalitiesの国際大会にて、内戦中の物質文化に関する報告を行った。その渡米の機会を利用して、ミシガン州立大学中央図書館、ハッチャー大学院図書館－ミシガン大学アジア図書館、コロンビア大学国際・公共大学院ハリマン研究所リーマン社会科学図書館において資料調査を行った。 国内研究活動では、6月に沖縄国際大学法学部の佐藤学教授、経済学部の前泊博盛教授、琉球新報社の松元剛編集局長にインタビューし、その後に沖縄県公文書館、琉球大学図書館において資料調査を行った。10月～11月にも沖縄を訪れ、沖縄県公文書館、琉球大学図書館、更に沖縄平和祈念資料館、ひめゆり平和祈念資料館、対馬丸松記念館において資料調査を行った。12月には、北海道大学スラブ・ユーラシア研究センターのセミナーにおいて内戦後の女性イスラム教徒のアイデンティティに関する報告を行い、その際に同センター図書室にて資料調査を行った。また、10月にロシア・東欧学会2019年度研究大会（慶應義塾大学三田キャンパス）において、ユーゴスラビアのポピュラー文化に対する米国の影響に関する報告を行った。その他、4月に同志社大学、12月に立教大学にて報告している。 また、本研究の研究代表者である月村が研究代表者の科研基盤研究（Ｂ・一般研究）「武力紛争後状況の多元的研究－ボスニア紛争を通した専門分野間の対話の試み」に研究協力しており、5月の打ち合わせに参加し、専門的アドバイスを行った。 更に、内戦後の女性イスラム教徒のアイデンティティ、サライェヴォの内戦後文化エリートの断片化、それぞれについて英語の論稿を発表した。, 日本学術振興会, 科学研究費助成事業, 2018/04 -2020/03, 特別研究員奨励費, 同志社大学
• A Multidisciplinary Research about Post-Conflict Society in the Case of Bosnia

• The Foreign Policy and the International Relations in the Yugoslav Successor States

  Socialist Federal Republic of Yugoslavia (SFRJ) was divided into seven states through the four wars. It has passed more than twenty years since the disappearance of SFRJ. The political situation is various among the seven successor states. Slovenia and Croatia are the member of EU, and stabilized politically. The candidates for the EU membership are Serbia, Montenegro, and Macedonia, and these have own political issues; the recognition of Kosovo (Serbia), the relations with Serbia (Montenegro), and the relations with Greece and the position of Albanians as a minority. • Innovation on the Policy Evaluatuion and Peace Policy

  The theory of the policy evaluation and the study of the Peace policy have advanced. A methods of the policy evaluation became performance measurement method, e.g., PDCA cycle and a method using KPI(key performance indicators). This method is plain in the meaning to measure an achievement degree, but there is nothing about the policy that cannot digitize and put into numbers. Because PDCA is a cost cut method like KAIZEN of Toyota. On the other hand, the Peace policy entered into the very difficult side. The Chinese problem in the East Asia, the Self-Defense Forces corresponding to it, the IS(Islamic state) in the Middle East, the Henoko-Okinawa problem are hard to evaluate(‘measure’). • A Political Research on Globalization and Violence

  This research project examined armed conflicts and crimes in the contemporary world, with special reference to globalization, identity, and democracy, and explored peace policy more attuned to the reality on the ground. We studied armed conflicts focusing on their interaction with identity politics. As regards crime issues, we took up the policies and discourse on human trafficking in Southeast Asia, and organized crime in Central America. With regard to peace policy, we studied the evolution of peacebuilding concept, constitutional power-sharing, and the punishment of human rights violators in the transitional justice debates.   In this joint study, we examined democratization and transformation processes,comparing the countries of Central and Eastern Europe with Latin America. Our maincross-regional findings included: (1) despite differences in political and party systems,there were significant commonalities in policies and institution-making; (2) althoughdifferences among countries in each region seem not minor, there was a discerniblesimilar pattern of political variance within both regions. • 民族紛争における地域大国の役割に関する比較研究

  昨年度の研究では、地域大国と民族紛争とが関わる2つのケースを想定し、そのうちで地域大国が国外の民族紛争に関係する場合について、3点にわたって暫定的な知見・理解を得た。今年度はヨーロッパ南東部のバルカン地域の民族紛争に対するEU(地域大国)の関わり方を主に研究し、以下の知見・理解を得た。 1.EUのバルカン地域におけるプレゼンスは、地域機構としてのみならず、「ヨーロッパ性」の象徴として機能している。歴史的にヨーロッパとアジア(オスマン帝国)との境界域(interface)に位置づけられてきたバルカン地域はユニークな多様性を有する政治・社会・文化を育んできたが、第一次世界大戦後に始まったアジアの撤退に伴ってそうした特性を失いつつあり、EUの東方進出過程終了の暁には、単なる辺境(periphery)とならざるを得ない。 2.ヨーロッパがバルカン地域の民族紛争の解決に関わったケースは、ボスニアとコソヴォである。前者では様々な調停に失敗し、結局は国連とNATOによる空爆によって、後者ではNATO単独の空爆によって民族紛争が終了したが、そこでの主たる役割は共に米国によるものであり、ヨーロッパのプレゼンスは低かった。 3.EUは同じくボスニアとコソヴォのケースにおいて、紛争後復興過程に携わっている。しかしその過程は必ずしも順調に進んではいない。ボスニアは1995年11月のデイトン合意によって国家が二分され、その「後遺症」に未だに悩んでいる。コソヴォは1999年の空爆後の国連暫定機構による統治を経て、2008年2月に独立したが、コソヴォ中央政府の実効支配が及んでいない北部の問題、ロシア、中国による国家非承認の問題が横たわっている。2.と同じく、いずれも地域大国としてのEUの限界を示しているものと考えることができる。, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research on Innovative Areas (Research in a proposed research area), 2009 -2010, Grant-in-Aid for Scientific Research on Innovative Areas (Research in a proposed research area), Doshisha University

• International comparisons of the rights of cultural minorities: Integration of philosophical and historical approaches

  This study attempted to analyze the various aspects of the recent defense of the rights of minority cultures. First, the study attempted to construct an analytical framework that integrates both philosophical and historical approaches. In order to do so, the study attempted to read some basic literatures dealing the issues of minority cultures written by such writers as John Rawls, Michael Walzer, Will Kymlicka and Bhikhu Parekh. One of the major findings of the research was that the focus of these writers have recently revealed a significant move from abstract arguments regarding identity to more concrete arguments regarding policies necessary to implement the demands of minority cultures. Second, the study has conducted a through-going field research in North America, West Europe and East Europe. One of the major findings of the study was that the arguments for minorities can be classified into the strategic considerations regarding the political movements for recognition of the minority identities and the arguments for implementing policies for cultural coexistence. Third, the study has attempted to figure out the future visions of policy systems for accommodating cultural minorities in Japan by comparing these foreign arguments with those of the contemporary Japan. • MAKING OF NEW REGIONS IN EASTERN EUROPE AND IMPACT OF EU ENLARAGMENT

  This research project aims to analyze the impacts of European Union integration on East European societies and their counter impacts on the EU. The project researches suggest : firstly, the approach by semi-presidentialism is enough useful to understand systematically the wide spectrum of the political phenomena in post-communist countries from Eastern Europe to Central Asia (see the works of Sengoku, Hayashi, Tsukimura and especially Matsuzato) ; secondly, Euro-skepticism is strong on the national and local level in Eastern Europe, and it is quite important to distinguish the EU integration and the European integration in the societal contexts (see the works of Hayashi, Sengoku, Tsukimura and Ieda) ; thirdly, the domestic politics are diversified among the countries in Eastern Europe on the issue of the European integration (see the works of Tsukimura, Sengoku, Hayashi, Matsuzato, Ieda, and the books edited by Hayashi) ; fourthly, the ethnic divisions in Eastern Europe is still essential even after the former Yugoslavia disintegration, surviving as the status law syndrome, and this issue counter-affects on the way of national and racial integration of the EU in the both practical and theoretical contexts (see the works of Ieda and the edited books, The Hungarian Status Law : Nation building and/or Minority Protection, SRC, Hokkaido University, Slavic Eurasian Studies Series, No.4,2004, and The Status Law Syndrome in Post-communist Eastern Europe, forthcoming in the same series). The research project organized and co-organized the international conferences in Sapporo, Bratislava and Budapest, and each conference resulted in the proceedings of the conference papers.   Globalization has brought tremendous changes into Asian societies, and as a result of that, nations-states have been undergoing the various processes of reorganization. This project is a joint research to analyze this trend in all over Asia as well as in comparison with other areas, including Europe and U.S. The research fund was used for four purposes : 1)to do field trips in Asia, Europe and U.S. ; 2)to collect historical materials, data sources, books, visual resources such as DVDs, videos and photographs. 3)to hold periodical meetings among members ; 4)to support research with PC, PC related goods and other stationeries. As a leader, I made best efforts to allocate the fund not only by making priorities among individual plans but also by dividing fairly for each member. In the second year and the third, post-project, year, we shared a great deal of information and ideas among members by holding several meetings. Five of us presented or commented at the annual meeting of Japanese Comparative Politics Association under the same title of "Globalizing Asia". At every occasion, members had fruitful discussion on the topic. Last year, I edited a broacher of papers written by the members, which I submit with this form to JSPS. Owing to the sudden change of publisher's policy, publication of a book is still pursued.   1.This project was one of the international academic interchanges between Kobe University(Faculty of Law and Graduate School of International Cooperation Studies) and University of Sheffield, UK(Graduate School of East Asian Studies and Department of Politics). After two joint seminars (in UK, 1997, and in Kobe, 1998), we held the international seminar at Sheffield University, 7-8 January 2000. Beside the participants from both universities, many academicians (from University of Warwick, University of Leeds, University of Tokyo, and the like) participated in the seminar. 2.The seminars' papers of the three years' project were included in the report, "Globalization and Universalism in Region : A Link to the 21st Century." From the project, we got knowledges as follows. (1)International relations are surely developing into the new phases which roughly resemble that of the medieval age. (2)The regionalization is observed in many international regions. (3)The beginning of the regionalization can be found in Japan, too. (4)International relations in the 21st century are anticipated as the multilevel interaction between relations among the states, regionalization and globalization. 3.We will develop the academic interchange between Kobe University and University of Sheffield as one of the cores of international academic interchange between Japan and UK, in the future.
