• Empirical studies on the optimal industry structure in the Japanese water and sewerage industry

  本研究の目的は、日本の上下水道事業における最適産業構造のあり方を実証的に分析することである。具体的には、政府によって推進されている広域化・共同化、官民連携の政策を踏まえつつ、果たしてどのような産業構造が上下水道事業にとって望ましいのか、その歴史的・地理的諸条件を適切にコントロールした上で、最適な産業構造について計量経済学的手法を用いて実証的に明らかにする。本研究の成果は日本のみならず世界の上下水道政策にとって非常に有用な情報となることが期待される。 プロジェクト初年度の令和3年度においては、実証分析に必要となるデータのアップデートおよび上下水道事業の実態を知るための情報収集、そしてすでに構築しているデータベースを用いた初期分析を行った。特に海外と比較しても非常に複雑な産業構造をもつ下水道事業に関して、歴史的発展過程、産業構造、法制度、財政・料金のシステムなどについて英語論文として取りまとめを行った。その成果（タイトル：The Japanese sewerage industry: institutional aspects and the governance systems）は令和4年度中にSpringer社の書籍に掲載される予定となっている。 また、これと並行して下水道事業における包括的民間委託の経済分析、および広域的統合の分析を同時に進めており、その研究成果は令和4年度中に取りまとめ、海外の学術誌に投稿すべく準備を進めているところである。 研究代表者の浦上は、日本下水道協会の経営アドバイザー会議の委員を務めておりその会合において国土交通省の担当者と意見交換を行った。また、厚生労働省水道課がとりまとめたベンチマーキングに関する報告書のアドバイザーを務め、同担当者との意見交換を行った。これらから得られた情報は実証分析にフィードバックされさらなる研究の精緻化を行ったところである。, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research, 2021/04 -2024/03, Coinvestigator, Grant-in-Aid for Scientific Research (C), Kindai University
• An Empirical Analysis on Restructuring of Japanese Banking Industry: Merger Gains, Productivity growth, and Optimal Industrial Structure

  本研究の目的は，近年社会科学の分野で応用が進んでいるデータ包絡分析（Data Envelopment Analysis，DEA）を用いて，我が国銀行業の再編を定量的に評価することである． 本年では昨年度実施したDEAに関する理論論文と実証論文のサーベイ調査に基づく，準備ができたデータから分析を開始した．分析モデルの開発の前段階として，関連するDEAの理論論文のサーベイを行った．依然として信用組合のデータは準備段階であり，財務データと合併情報の整備がようやく終えれる段階である． 信用金庫のデータが未整備のため，再編の効果に関する検証はできていないが，地域銀行（地方銀行，第二地方銀行）と信用金庫を用いた生産性変化の分析や関連するベンチマーキング分析を実施することができた． ベンチマーキング分析では，地域銀行業における顧客との共通価値の創造の観点から，銀行業の私益性（私企業としての利益）と顧客貢献性（顧客企業の生産性）の関係について，望ましくない産出を含めた加重ラッセル型指向性距離関数モデルによって検証を行った．分析の結果，私益性と公益性は両立せず，相関関係が弱いことが明らかになった． この他，1998年から2019年までの地域銀行のデータを用いて，自己資本比率規制を課したもとで，長期的な生産性の変化を指向性距離関数を用いたDEAの手法を採用し測定を行った．その結果，我が国の地域銀行の生産性は，2000年代を中心に改善したのち，その後は大きな変化は生じていないことが明らかとなった．また，2000年代の生産性の改善には，望ましくない産出である不良債権の削減が大きく寄与していることが明らかになった． これらの分析結果は，学会や研究会で発表，ならびにディスカッションペーパーとして取りまとめている．, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research Grant-in-Aid for Scientific Research (C), 2020/04 -2024/03, Grant-in-Aid for Scientific Research (C), Kindai University
