      This paper focuses on the phenomena that arise when trying to convey management philosophies in foreign cultures and indicates conflict and interactions arising between the company on one side and the social environment and local personnel on the other. Seconded managers from Japanese companies are expected to convey not only the knowledge of how to do the work but also attitudes toward work and management philosophies so that the company can provide products from a region with a different culture than Japan with the same level of quality as those products produced in Japan. However, seconded managers are struck by a variety of problems in this process because of language barriers and differences in customs and social norms. This study examines the case of blue-collar workers in China and white-collar workers in the United States. In the local social environment, the seconded managers serve as the interface in trying to fuse companies’ ideals with the local institution. Japanese companies emphasize “awareness” (the ability to predict situations/analytic capabilities) and these are abilities that are often not codified.       災害がおこるたびに要配慮者に被害が集中するのは、超高齢社会への突入と、これに伴い介護保険制度や地域包括ケアを代表とする福祉・医療サービスを拡充する一方で、災害時の対策とは分断されてきた結果、平時の福祉サービスが、災害時のリスクを高める状況が出現した。平時の福祉と災害時の防災で対応が分断されていることこそが要配慮者に被害が集中する根本原因であるという論考を広く社会に発信するとともに中央防災会議WGなどを中心に「誰一人取りのこさない防災」にて対策の方向性をリードした(立木)。この取り組みで相応の役割が期待されるものの比較的新しいアクターであるため研究が十分ではないNPOなどのサードセクターについての実証研究を実施した(菅野)2017年4月以降、名取市における生活再建支援業務で実装し、同市生活再建支援課と名取市すまいとくらしの再建支援センターの活動記録として、あわせて441ケースを蓄積した(佐藤)。熊本地震ではあまり問題化しなかった避難行動要支援者に対する事前避難誘導の問題について、2018年に発生した西日本豪雨とりわけ死者の多くが要支援者名簿に登載された者であった岡山県倉敷市真備町における災害を題材として、事前の避難誘導に関わる課題を明らかにして、この解決策として行政のリーダーシップの下で地域の様々なステークホルダーを結集し、連係して防災に取り組める地域防災協議会の法定化を提案した(東)。2019年度に発生した山形沖地震および台風19号の被災地において、迅速な被害認定調査を推進するために、前者ではドローンとAIを活用した屋根被害の特定、後者では一括認定手法の確立を実施し、それらをもとに、罹災証明発行の高度化を推進した。これらの実装研究は、災害時要支援者や配慮が必要な被災者に対して、きめ細やかな対応を進め、地域全体の効果的な被災者生活再建支援の実現に寄与した(田村・井ノ口)。, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research, 2017/04 -2022/03, Grant-in-Aid for Scientific Research (A), Doshisha University

      We focused that technological innovations corresponding to areal preferences and cultures are structured by "intelligence" and "feeling". We searched possibilities of statistically-analysis and characteristics extraction about human feeling and regionality. And, we designed the model of characteristics extraction about knowledge and thinking of professional technologist.       We gathered out the personnel information records from TOYOTA company paper from 1955 to 2004. From which we constructed a data base named TOYOTA Worker's Career Data (TWCD), composed of 32174 Entry records, 87248 Promotion records, 19478 Transfer records, 26094 Discharge records, 76641 Recognitions of Long service, the total reaches 241635. Based on the TWCD we analyze the basic levels statistics such as frequencies, cross tabulations, and so on. We newly researched on several occupations, Professional Scientist in a company laboratory, Instable workers in pachinko shops, Retire workers from TOYOTA. Through our study, we found several facts, 1^, the pattern of career and skill formation changed on 1990. 2^, Before 1990 career and skill formation generally depends on company, after 1990 it depends on individual worker in terms of self responsibility, 3rd, Many temporally workers were introduced into work places., Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research, 2003 -2006, Grant-in-Aid for Scientific Research (B), Ritsumeikan University Department of Social Sciences Professor
