Profile

カリフォルニア大学ロサンゼルス校（ＵＣＬＡ）にて歴史学博士（Ph.D. in History)を取得。名古屋大学大学院国際開発研究科助教授、教授(２００１年～２０１０年）を経て、２０１０年４月より同志社大学大学院グローバル・スタディーズ研究科教授。専門は、イラン現代史、イスラーム社会におけるジェンダー、平和構築論、国際協力論。

• A Comparative Study of International Migration of Muslim Women Workers
  中西 久枝; 中屋 昌子; 西 直美; 山根 聡
  ムスリム女性移住労働者に関する先行研究のレビューを実施した。その結果、本研究課題が取り上げる事例については、先行研究がかなり限定的であることがわかった。また代表者、分担者は、それぞれの役割分担に従って、文献及び現地調査を開始した。中西は、ロンドンにてイラン人女性のコミュニティについて予備調査を実施した結果、イラン人女性の集住状況や移住した経緯が極めて多様な背景から起こっていること、さらに移住している女性の年代が比較的高いことがわかった。本格調査では調査サイトの再検討も視野に入れる。山根は、2019年12月にパキスタンのカラーチーに赴き、在カラーチー日本国総領事館の協力を得て、ムスリム女性の労働に関する事前調査を実施した。西は、2020年2月から3月にかけて、マレーシアのクアラルンプールとタイのナラーティワート県でパイロット調査を実施した。中屋は、ウイグル女性が中国を離れるきっかけとなった信仰実践の統制の実態について検討した。特に、習近平政権以降に改訂された「宗教事務条例」に着目し、施行直後の2005年度版と改訂された2017年度版を比較検討し、改訂された条項内容や改訂に至った時代背景、および経緯について分析した。全体としては、マレーシアにおけるタイのムスリム女性の食堂の経営や新疆ウィグル自治区からトルコのイスタンブールへの女性の移住労働者の事例のように、女性の就労がインフォ―マル経済に集中していることがわかった。他方、イラン人及びパキスタン人女性の移住状況は必ずしもそうではなく、女性の生活空間がどう変化したかについては更なる女性の意識調査が必要であることが判明した。中西は、理論的な枠組みについての文献調査を実施した結果、オートノミーの測り方について、移住することに伴う社会的、心理的側面をどのようにくみ上げるかという点に配慮した研究手法が必要であると認識した。, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research, 2019/04 -2022/03, Grant-in-Aid for Scientific Research (B), Doshisha University

  In the post Arab Spring Middle East, due to the on-going conflicts in Syria and some other countries as well as the growing instability in the Middle East, the conflicts involved not only different religous and sectarian gropus. • The Effects of the Spread of Pro-Democracy Movements in Arab States on Non-Arab Muslim Societies

  This study examines the effects that the pro-democracy movements that began in 2011 in various Arab states are having on non-Arab Muslim societies, specifically examining the following: (1) Egypt, which became the core of the pro-democracy movements; (2) Turkey, which set a precedent in implementing democratic reforms; (3) Iran and Afghanistan, where democratization and structural reform are of key significance in terms of security; (4) Indonesia, which has the highest Muslim population in the world; and (5) Muslim migrant societies in Western Europe, which keep a keen watch on the democratization of their home countries. • ジェンダー不平等と人間の安全保障の相関関係に関する政策研究

  本研究は、非紛争国における移民、難民の受け入れプロセスにおけるジェンダー的差異と人間の安全保障との相関性を中心課題とする。(1)メキシコの主として貧困を原因とする大集団的移住現象を、GISを利用して解析し、地図として可視化する研究論文を発表した。また生計困難者のうち特に女性層をいかに保護すべきか、ジェンダー的視点から分析した。さらに、(2)昨年度フィールド調査を実施した、ロンドンでのアフガン難民の子どもの保護問題について、2012年11月イスタンブールでの国際会議「中東における紛争防止」にて研究発表し、紛争国と非紛争地域における難民や移民の脆弱性の比較考察をした。(3)昨年度のフォローアップ調査を2013年3月に実施し、アフガン難民の子どもの保護について、ロンドンの難民カウンシルの専門家やジャーナリストなどに聞き取りを行い、難民カウンシルでは資料を収集し、定住期間、ヘルスケア・教育機会へのアクセス度の指標から、彼らの脆弱性について分析した。 これらの調査から、メキシコやイギリスのような新興国や先進国において存在する、平時(戦時でない)下の国内避難民や親や両親を伴わない難民の子どもたちが置かれている脆弱性が明らかになった。また早期警戒警報の必要性を論文で指摘した。特に、「人間の非安全保障」とも言える状況が、どの程度ジェンダー的差異から生じているか、あるいは無関係におこるかが、判明した。また紛争国でないがゆえにおこる難民や国内避難民のモニタリングの欠如、抜本的な国家政策の不在、難民の子どもの保護をめぐる国際法上の規定及び国家内の法的、社会的制度が実際には機能していない現実などが、資料の分析及び聞き取り調査で浮かび上がった。こうした制度的、非制度的な陥穽は、日本のワーキングプアの問題にもあてはまり、ジェンダー的視点の適用可能性とその限界について、現在分析している。, 日本学術振興会, 科学研究費助成事業, 2011 -2012, 特別研究員奨励費, 同志社大学

  This project has aimed at founding a framework for academic research on Middle East security issues in Japan through collaboration with Middle East Area Studies specialists, security experts, and researchers of the international relations theory. We endeavored to go beyond the study of trends and characteristics of armed conflicts in the Middle East, and focus more on the issues of conflict resolution in the short term, and the possibility and actual task of building an international regime for preventive diplomacy in the mid-to-long term. In particular, this project aimed at identifying and elaborating the implications for Japanese Middle East policy.   20世紀末には経済活動のグローバリゼーションの波に乗り所得増大・雇用創出の大いなる伸張を果たした諸国と、国際経済からマージナライズされる諸国の同時出現を見た。世界的な経済統合化、市場化・民主化の波の中では、発展途上諸国の取りうる経済社会開発政策、貧困削減戦略が、経済のみならず政治的・社会的要素を含んだ統合的政策展開であることが必要とされる。そこで本科研では、従来の「開発経済学」において対外経済関係が開発の部分的一諸相と捉えられてきたことと一線を画し、途上国経済社会開発を、グローバリゼーションや市場化、国際的制度調和の流れの中での安定的成長達成、貧困削減、所得・地域格差是正、持続可能な開発等に取り組む「国際開発経済学」として統合研究を行い、国際開発経済政策の政策マトリックスを構築提示した。本研究の成果をまとめて公表するため、研究代表者を編者として『グローバリゼーションと開発』(Leading Issues in Development with Globalization)を平成21年2月末に勁草書房より刊行した。, Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research, 2006 -2008, Grant-in-Aid for Scientific Research (B), Nagoya University
• Human survival in in globalization and the restructuring of International Relations

  Utilizing multi-disciplinary approaches, mainly of international relations and sociology, the research analyzed both positive and negative effects of globalization on human survival in respect of support for democracy, the Iraqi War, American religion, internet control systems, international child adoption, intercultural marriage, and Chechen nationalism. It also tried to reconstruct International Relations Studies, analyzing the US hegemony and the Iraqi War, global bench-marking and governance, human security amid the Palestine conflict, Kosovo and the air-bombardment, the civil society in nation building in East Timor, the transformation of security paradigms, the receding welfare policies under neo-liberal globalism, and the meaning or new war. It produced two volumes of research results. One is a text book for an advanced level of Japanese reading, entitled Nihon-de Manabu Kokusai-kankeiron (International Relations, to be learned in Japan.) The other is a regular type of formal report that was published toward the end of the research project. • Conflict and Development: Research on International Development Cooperation for Peace-building

  This research project started with conscious that an analysis was needed for Peace-building and conflict prevention in an aftermath of violent conflict like Iraq and Afghanistan. The most significant aspect of this project was leadership in this field of research which was not enough established in 2003. We have invited so many eminent scalars and practitioners to open seminars and international symposiums and have organized an information exchange arena on the fieldwork studies. The outcome of our project was summarized in the research report "Conflict and Development: International Development Cooperation for Peace-building" (published in March 2007). The theory introduced there was 3 dimensions of analysis for this issue: 1) International development assistance for conflict prevention and democratic society, 2) Impact analysis of NGOs for Peace-building in the context of international development, and 3) Analysis of International emergency aid in the context of mid and long term impact. Challenges for future was also made clear. Concepts like "human security" and "refugee" needed to be considered in depth and to be set up to fuse together the outcome of fieldwork studies. • 「紛争と開発:平和構築のための国際開発・協力・理解」研究のための企画調査

  紛争と開発に関する地域ごとの企画調査を実施した。中東・中央アジア、バルカン半島、中国などでの民族問題、紛争の要因に関する分析、紛争後の国家再建と政治の安定化、民主化の安定化、紛争処理の現状と課題について、各メンバーが企画調査を国内、海外で行い、その成果の報告会を実施した。事例としては、旧ユーゴスラビアの紛争後の再建とインフラ整備の実態、イランのアフガン難民に関する実態調査とイランからアフガニスタンへの国連高等弁務官事務所の帰還プログラムの実施状況に関する調査・研究、新彊ウィグル自治区における民族問題の歴史と課題などを取り上げた。 上述の研究テーマについて、基礎資料の収集と問題発見を目的にし、現地調査を行わなかった研究についても、カスピ海の環境保全問題、ボスニア紛争勃発の要因に関する研究、アフガニスタン再建における女性支援のありかたなどについては、研究会やシンポジウムを開き、意見交換と情報交換に努めた。アフガニスタン女性支援については、JICAが中心に企画した個別研修プログラムを、本件の研究企画の一環として、研修受け入れを行い、アフガニスタンカカール女性課題省副大臣の講演をはじめとするイスラム諸国の家族法の変遷と民主化の問題、日本の民法における女性の社会的地位と民法改正問題に関するシンポジウムを名古屋大学法政国際教育協力研究センターとの共済で開催した。 各メンバーの研究データの収集、今後の調査企画案についてはデータベース化を現在進行中で構築している。, 日本学術振興会, 科学研究費助成事業, 2002 -2002, 基盤研究(C), 名古屋大学
• Government Policies for Poverty Alleviation

  This project was the joint research project among three universities for promoting academic exchange agreements. Other than two staffs of GSID, Nagoya University, four staffs from the Faculty of Public Affairs, University of the Philippines Los Banos (UPLB) and three staffs from the Faculty of Social and Political Science (FISIPOL), Gadjah Mada University joined with the project team. The first year in 1999, we had the joint field research at East Mindoro Province in the Philippines. In 2000, we went to Sleman District, Yogyakarta special province, Indonesia. In the third year, all were invited to Nagoya, Japan to have an international symposium. Papers presented became the special issue of GSID journal "Forum of International Development Studies" No20. The poverty alleviation policies in developing countries have been the pet projects supported strongly by international organizations and donors. Politicians well recognize the importance of the budget allocation for that purpose. Our research focused upon the actual implementation of poverty alleviation and to reconsider the new policy direction from the research results. First, we found the standard for calculating poverty line was very much different between the Philippines and Indonesia. In both countries, there co-exist several different standards. Moreover, the recent trend of poverty calculation departs from the income and takes much importance to the social isolation where poor people are difficult to be empowered Eventually, the poverty line arguments became more confused. Secondly, we found the argument between who are the poor people and actual pro-poor policies are very different. So called pro-poor policies are just the social development policies that can cover poor people too. When we visited slum rehabilitation cite in a city, the majority of people were the people above the poverty line. Targeting poor people were weak. Moreover, government loans targeting poor people were often lent to ordinary businessmen because the village government worried no good return rate when they loan poor people. "We are not so brave," a village government staff said to us. Both countries pursue the decentralization and it is now the world trend as a part of decentralization in developing countries. But largely poverty alleviation policies are still pursued by the central government special fund. At the local government level, their job covers wide range and poverty alleviation policies are important but a minor part. Grass -root NGOs practice many innovative trials but they are largely small. In conclusion, we found the following points. It is necessary to have more good "models" of local governments and NGOs and proliferate them to other units. Microfinance pursued by NGOs should be refined and supported. Though there are difficulties in microfinance movements, still it is one of the best ways for poverty alleviation.
